1 WHEREAS, the City of Saint Paul has a lanq proud tradition as a
2 City that respects Organized Labor and /�.he collective
3 bargaining process to resolve problem disputes; and
4 WHEREAS, this tradition is now threattened by a single issue
5 that has created an impasse workinc� against employee morale,
6 future collective bargaining trus� relationships, and
7 tax-savings efforts for the publ'�c; and

WHEREAS, this impasse has led long protracted negotiations
(some unions with contracts t t expired fifteen [15] months
ago) with little hope for any settlements soon; and
WHEREA5, the issue of retir e health insurance costs, along
with all other terms and c nditions of employment for organized
City workers, have previo sly been bargained and must now be
resolved in the collecti�e bargaining process;

BE IT FINALLY RESOLVED, that the outside labor mediator be
retained for a period of ninety (90) days after which the
mediator will report back to the City Council. During that
ninety days there will be a moratorium by the City on publ:c
pronouncements while every good faith effort will be mad in
collective bargaining to find constructive solutions re�ardi:
terms and conditions of employment. �
