WHEREAS, the City Council ("Council") of the CiTy of Saint Paul ("City") desires to
promote hazmonious labor-management relations between the City and City employees; and
WHEREAS, the City Council believes the collective bargaining process is the best means to
resolve issues in City labor-management relations; and
WHEREAS, the issue of the terms and conditions under which the City should provide health
insurance to retired City employees is a current issue in City labor-management relations.
NOW, THEREFORE, BE IT RESOLVED:
1. Notwithstanding any other City resolution to the contrary, the terms and conditions undex
which the City provides health insurance to City employees who are members of bargaining
units, upon their retirement, must be specifically and fully set forth in a collective bargaining
agreement or an azbitration decision.
2. Paragzaph 1 does not affect those employees who retire prior to the effective date of either
a collective bargaining agreement or an azbitration decision which becomes effective for their
bazgaining unit after the effective date of this resolution.
3. Paragraph 1 does not affect the provision of health insurance benefits to currently retired
City employees who aze receiving such benefits under the authority of prior Council
resolutions.

WEiEREAS, the Minnesota Legisiature, under Minnesota Session L s of
1963, Chapter 851, provided that all City employees must retire at specific
age and that the City of Saint Paul must provide all such emplo es, without
expense to such employees, health benefits at such amounts e City Council
might deem proper, and
WHEREAS, the Minnesota Legislature, under Minneso Session Laws of
1967, Chapter 810 abolished the law established in 19 3 and provided that the
City of Saint Paul could provide health benefits for etired City employees, and
WHEREAS, since 1963 the City has by resoluf n, been providing such health
benefits for all City regular retirees (age 65 older) and their dependents,
without any cost to said employee, and

FURTHE SOLVED, that employees who retire under any collective
bargainin agreement which is entered into with the City of Saint Paul after the
effective ate of this resolution shall not be entitled to the benefits of any
existing esolurions which provide retiree health benefits and any retiree health
benefi received by such employees shall be limited to those retiree benefits
spec' cally enumerated in their respective bargaining agreements, and be it
