1 WHEREAS, On October 19,1994, the Mayor recommended, and the Council approved Council
2 Resolution, C.F. 94-1427, which reaffirms the support of a thirteen to fifteen year residential
3 street paving program to begin in 1996 following the Combined Sewer Separation Program, and

WHEREAS, 1996 Residential Street Paving Program projects require immediate
commencement of design to facilitate the most economical contract bids that early contract
awards normally result in, and
WHEREAS, the comprehensive project selection process would prohibit early 1996 contract
awards, and
WHEREAS, the Department of Public Works in cooperation with the various utilities has
recommended a 1996 program of seven projects that optimize utility concerns, which
recommendation has been received by ali the District Councils without objection, and approved
by resolution of the Long Range Capital Improvement Budget Committee with the addition of
project priorities, a copy of which is attached along with a map showing all 88 numbered project
areas in the City; now therefore be it
RESOLVED, that the Saint Paul City Council accepts the list of seven projects for residential
paving in i996 as recommended by Public Works and approved by the Long Range Capital
Improvement Budget Committee; and be it
FURTHER RESOLVED, that project areas 35, 64, and 81 be given first priority for construction,
project areas 14 and 40 be given second priority, and if funding is sufficient, project areas 5 and
9 be given third priority.

A comprehensive project selection process has been approved by the CIB Committee which will guarantee input from
neighborhoods, City Departments and affected utilities. This process is prohibitively lengthy for use with the first year
of the program, 1996. This resulted in a shortened process for 1996, which for this one year reliec� a heavily on CIB

WHEREAS, in October 1994, the Mayor and City Council approved a Residential Street
Paving Program beginning in 1996 to reconstruct the City's 216 miles of remaining unpaved
and older paved streets, and to provide additional lantern style lighting where no city lighting
currently exists; and
WHEREAS, approximately 15 miles of street wili be paved annuaily over the next 13 to 15
years; and
WHEREAS, the Department of Pubiic Works has divided the City of Saint Paui into 88
project areas and recommended reconstruction work in 6 to 7 areas annually; and
WHEREpS, the Department of Public Works has requested that project areas be selected
and recommended to the Mayor and City Council annually by the Long Range Capital
Improvement Budget Committee, with additional input from the City's citizen planning
councils; and
WHEREAS, the Department of Public Works, in cooperation with the Saint Paui Water
Utility, Northern States Power Company, and City departments, has recommended 7 project
areas for reconstruction in 1996, including project area numbers 5, 9, 14, 35, 40, 64, and 81;
now therefore be it
RESOLVED, that the Long Range Capitai Improvement Budget Committee accepts the 7
project areas recommended by the Department of Public Works; and be it
FURTHER RESOLVED, that project areas 35, 64, and 81 be given first priority for
construction, project areas 14 and 40 be given second priority, and if funding is sufficient,
project areas 5 and 9 be given third priority; and be it
FIfVALLY RESOLVED, that the Long Range Capital Improvement Budget Committee
respectfully requests that the Mayor and City Council accept these project
recommendations.
