WHEREAS, statistics reported to the State PuUlic Safety Department indicate that there
has been an increase in the number of bias motivated crimes that have been committed in
the State of Minnesota and the City of Saint Paul, and
WHEREAS, the Saint Paul Department of Human Rights has developed a"SOaia1 Policy"
strategy designed to prevent bias motivated crimes, racial/ethnic violence, bigotry, and
religious intolerance, and
WHEREAS, corporate foundations and community agencies have expressed an interest in the
possibility of participating in funding the implementation of the prevention strategy,
and
WHEREAS, the City Council of the City of Saint Paul has authorized the Department o£
Human Rights, to solicit grants and donations from corporate foundations and community
resources to support the implementation of the city-wide strategy and campaign, and
WHEREAS, the Department of Human Rights has received a donation of $25,000 from the
Saint Paul Companies and $19,000 has remained unspent from contributions received during
1994 wriich was contributed to Fund Balance, and
WHEREAS, the City Counoil of the City of Saint Paul has consented and approved the
request of the Human Rights Department to sell promotional items developed to implement
and promof.e the Prejudice Isn`t Welcome prevention strategy with the proceeds used to
purchase additional items necessary to sustain the prevention strategy, and
WHEREAS the Mayor, pursuant to Section 10.07.1 0£ the City Charter, does certify that
there are available for appropriation revenues in excess of those estimated in the 1995
Budget; and
