and Rates of Compensation Resolution.
5 RESOL'VED, that the Salary Plan and Rates of Compensation be
6 amended in Section II, Compensation for Ungraded Classes, thereof, by
7 inserting immediately after Subsection R, the foliowiing:
8 "S The compensation for the class of Water Plant
9 Production Supervisor shall be that as set forth
10 in Grade 040 of the Manual and Maintenance
ll Supervisor salary schedule."
12 FINALLY RESOLVED, that this resolution shall take effect and be
13 in force the first pay period following its adoption by the Council and
14 subsequent approval by the Mayor.

Decrease the number of classes at the Water Treatment Plant; in the future,
test to fill openings in one title rather than in two titles. The department
will have increased flexibility because one person will be in charge rather

None. The salary costs will remain '= the same. Instead of two titles with
an incumbent in each, there wi11 now be a single title with two incumbents,
both in the same grade.

Impedes the progress the Utility is experiencing in: a.)decreasing the number
of job titles and b.)decreasing the number of tests to be administered.

Iniating Problem, Issue, Opportunity (Who, What, When, Where, Why):
This new class is the result of a study brought about by Water Utility managemenYs
commitment to decrease the number of classes at the Water Treatment Plant. The
incumbents in the Supervisor of Water Production Maintenance and Water Production
Operations Supervisor classes are affected by this study. As these employees are familiar
with both maintenance and operations duties and responsibilities, it makes sense to
combine the classes. Both of these titles are to be abolished. The two incumbents of
these two classes wiil be re-classified into the proposed new title by Civil Service rule
8.A.5 (attached) which says that if two or more titles are combined into a new title, the
affected employees may be appointed to the new title without further competitive testing
as long as they have been certified and meet the minimum qualifications for the new
title. The Manual and Maintenance Supervisors union concurs with this action.

General Statement of Duties:
Performs supervisory work directing the pumping, operations, and spent
lime processing functions; ordering and maintaining inventory of
chemicals; planning and directing the installation, repair, renovation
and maintenance of buildings, structures, equipment and mechanical
systems; coordinating grounds maintenance for all water production
facilities; and performs related duties as required.
Sunervision Received:
Works under the general supervision of a Division Manager--Water Utility.
Suoervision Exercised;
Exercises general supervision over skilled trades worlcers, semi-skilled
and unskilled workers, custodians, Water Plant Operatox I, iI and III
employees and Water Maintenance Supervisors.
TYPICAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions
in this class.
Supervises maintenance employees in the repair, maintenance and
modification o£ buildings, structures and mechanical systems for all
kater production facilities, including installation or replacement of
equipment or facilities; the personnel assigned to the pumping and filter
plant operations and the custodial and lime processing units; and
schedules and directs the"operations of the operating personnel.
Plans schedules and directs the installation, repair, modification and
maintenance of pumping equipment, lime recovery equiFment, filter
equ;.psent and all other equipment and systems used for water production
purposes; and maintains a preventative maintenance program for same_
Coordinates the maintenance of grounds at the water treatment plant with
the grounds maintenance unit.
Inspects buildings, equipment and facilities to determine the need for
repairs and to evaluate the quality of worl�anship of staff and contract
employees.
Enforces employee safety regulations and safe and efficient work
practices_
Initiates requests for personnel and recommends personnel actions.

Monitors inventories, coordinates deliveries, orders chemicals and
records chemicals used in the treatment and di.sinfection of water; and
keeps abreast of new equipment and materials.
Assists in designing, estimating costs and pzeparing preliminary
specifications of new construction and installations and for long and
short range projects in the operations area.
Pfaintains maintenance and operation personnel and payroll records and
prepares appropriate reports of activities.
KNO SKILLS AI�'D ABILITZES
Considerable knowledge of materials, work methods and procedures used in
insta2ling and repairing mechanical systems aad water production
equipment to ensure maximum efficiency in operation; and in the
maintenance of grounds.
Considerable knowledge of the technical aspects related to maintenance
and operation of the full range of pumping and related equipment and
machinery in both supply and distribution of water.
Considerable knowledge of the la=as, rules and regulations affecting the
maintenance of water production facilities.
Considerable ability to supervise, to set work priorities, to plan and
coordinate the work of staff, and to evaluate the capabilities and
training needs of same.
Considerable ability to antici,pate and to resolve maintenance and
operation prob2ems.
Working ability to prepare work schedules and statistical reports,
Working ability ta effectively communicate, both orally and in writing,
and to eftectively deal with employees_
Working ability to read and interpret biueprints.
MINIMUM QUALIFICATIONS
High school graduation or GED equiva2ent; and three years of experience
as a Water Plant Operator II, Water Plant Operator IIS, Water Maintenance
Supervisor, Instxument Repairer or as a Machinist or an Electrician
assigned to the water productior_ £acility; or five years o£ experience as
a Water Plant Operator I oz Maintenance Worker. Must have a valid
Minnesota Class C driver's license, or equivalent out-.o£-state driver's
license, with no suspensions or revocations within the two-year period .
prior to the date of the appointmeat (suspensions for parking-related
offenses excluded).

Supervisors. It is recammended that the new title also be in grade 40. A copy of
