Dear Councilmember Grimm:
As you know, in my State of the City Address, I outlined my intention to develop a
comprehensive Community Development Agenda. I have d'uected staff to gather input from
a number of individuals and organizations. I am confident that this effort will be supported
and funded in partnership with the private sector.
As Chair of the Community and Economic Development Committee, I would like to ask that
� this be discusseti at one of your upcoming meetings. I am particularly interested in your
thoughts and ideas as to the goals of this agenda.
Based on the experience of the members of your committee, you have had the opportunity to
explore and evaluate many of the critical issues facing our neighborhoods and community as
a whole. A practical application of your experiences in relation to the discussion of these
issues is very important to the success of our Community Development Agenda.
This effort will be conducted over the coming months and I hope to include many of the key
findings in my proposed budget for 1496.
I appreciate your consideration of this matter which I believe is of vital interest and concern
to the entire community.

Attached is the proposal Mayor Coleman recently sent to selected corporations and foundations askin�
for their participation and financial support for the development of a Saint Paul Community
Development Agenda. PED staff discussed the proposal at earlier stages with individual Council
members. Now that the proposal is completed, we would like an opportunity for further discussion.
This is a very important initiative for our whole Saint Paul communiry—for the City of Saint Paul, the
nonprofit sector, the private sector and, potentially for Ramsey County and the school district, As the
initiative moves forward, we want to ensure good communication between the administration and the
Council on the process, membership on the proposed task force, relationships to other initiatives, and
the key issuesthat need to be addressed.

A Proposal to Corporate and Foundation L,eaders from the Ciry of Saint Paul

During 1995 the City of Saint Paul proposes to work with the private and nonprofit sectors,
the schoois, and Ramsey County to prepare a Community Development Agenda. The
Agenda will establish a common strategy for ail of the major actors who contribute to the
physical and social improvement of our city and its neighborhoods. The Ciry is asking a few
corporations and foundations to join the City in co-sponsoring a Community Development
Task Force that wili work intensively for 100 days to develop the basic agenda.
The Cirywide Economic Agenda, done in 1994, needs to be coupled with a community
development strategy so that the benefits of economic growth will remain in the city, The
biggest challenges are to maximize the effectiveness of our coliective resources and to
coordinate or integrate social, economic, and physical programs.
Summary Proposal
A Saint Paul Community Development Task Force will be created as early as possible in
1995. The task farce will work intensively to produce a new Saint Paul Community
Development Agenda in 100 days. Much of the work will be done in subcommittees, as it
was for the Citywide Economic Agenda. After the task force completes the agenda and
presents it to the Mayor and the other sponsaring organizations, the task force will probably
continue to meet for another two or three months on follow-up items that unplement the
recommendations. The agenda will be an action agenda for the City and the other local
governments, corporations, foundations, institutions, and citizen groups who get involved.
To develop this proposal, Mayor Coleman worked with PED and with a few key advisors:
Tom Kingston from the Wilder Foundation, Anita Duckor of NSP, Paul Fate of the Local
Initiatives Support Corporation (LISC) and Paui Williams of the Saint Paui Foundation. Ciry
Council members were interviewed for their input, and a national communiry development
expert, Renee Berger, provided useful advice.

Definition of Community Development
Since "communiry development" is difficult to define, the Mayor will ask the task force to
accept a working defurition of community development at the outset so that the task force's
tune is not spent on semantics. The working definition is as foliows:
Community development is a process for improving the qualiEy of life in the city and its
neighborhoods. A good community is a nurturing environment for families and
individuals. A good and healthy community provides:
o Civic responsibility: strong community networks for probtem-solving
� Income and economic security (household-supporting jobs)
• Safety and security
• Quality housing in affordable price ranges
e Satisfactory basic services and transportation
• Educational opportunities and job readiness
• A good physical environment
Community devedopment is the act of providing, strengthening, and efficiently
coordinating these features of a healthy community.
Premises of the Community Development Agenda Project
1. The City of Saint Paul supports partnerships, power-sharing, empowerment of people and
communities, and the mobilization of resources, assets, and talents that are aiready found
in the Twin Cities region.
2. There are many, many actors involved in community development who act with
significant degrees of autonomy. City government is an important actor but certainly not
dominant, nor is any other single actor or interest group dominant.
3. City governznent can improve the sense of shared mission among community development
actors, and can help establish a framework for everyone's contributions to a good and
healthy community.

4. Diversity is a reality in our ciry; nevertheless there are many core values shared
throughout our community. Contsoversy can be managed as a positive phase of
community problem-solving. There is a great deal of common ground and plenry of
communiry development work for everyone.
5. As the national political environment changes, community development participants in
Saint Paul should be prepared for major changes in community development strategies
and resources.
Task Force Sponsored by Foundations and Corporations
Mayor Coleman believes that a task force sponsored by foundations and corporations is the
best way to develop a Community Development Agenda. A task force with nongovernmental
sponsors has several advantages:
• Recognition of the major roles of the nonproftt and private sectors in community
development.
• Community development actors in the schools, the county, and the private sector
may participate more actively in a corporation and foundation-sponsored task force
than in a City task force.
• A neutrai convener can manage tensions between the City and neighborhood groups.
• Start up can be faster than with a Ciry-created task force.
• Parrnerships for future communiry development actions are formed among task force
members.
The City is approaching seven foundations and corporations to become co-sponsors. Co-
sponsors are being asked to lend support to the work of the Community Development Task
Force thzough their staff expertise, other in-kind services, and(or by cash contributions to the
budget for the task force. Ultimately, they will be encouraged to support the
recoznmendations of the task force through their programming. The seven organizations are:

Co-sponsors will be consulted by Mayor Coleman about task force membership, and then the
Mayor will formally invite the task force members to serve. The task force memhership will
need to include a good mix of personalities and outlooks as well as representation from a
broad anay of interests (human services, citizen participarion, neigfiborhood business,
corporations, foundations, bank.ing, Ramsey County, the School District, the Planning
Commission, community development corporations, housing development and management
companies, minority communities, and religious institutions).
Ongoing Work Related to Community Development
The Community Development Agenda will need to be coord'anated with a number of projects
that are underway. Tt should reinforce work being done by others, and should avoid any
duplication of effort. At ffiis point we are aware of the following related projects: Safe
Cities Initiative, Children's Initiative, Citywide Economic Agenda, Greater Saint Paul
Tomorrow Project, Ramsey County Strategic Plan, Neighborhood Sales TaY Board,
Empowerment Zone Application and Enterprise Community grant, Planning Commission's
neighborhood grants recommendations and comprehensive plann9ng studies, the strategic plan
of the Family F3ousing Fund, and the evaluation of the Minneapolis Neighborhood
Revitalization Program.
Preliminary Community Development Issues
The list of ongoing projects is significant, but many issues remain to be addressed. For
example, PED staff believe the Communiry Development Agenda should include the two
issues below. Action on these would be very helpful to all ffie groups working to build
community in our city.
1. F`ramework for coordinating decisions on community development investments.
Although federal resources are shrinking, there are some new fundiag sources, new
programs, more community development corporations, and there is more metropolitan
concern about central city neighborhoods. What resources will be availabie from what
sources? How can they be coordinated? Who will be making the decisions? How will
priorities be set? How can these investments have the most effect on city neighborhoods?
2. Partnerships and networks for linking physical development and human services.
Can more programs of the City, Counry, School District, United Way, and religious
instatutions be strategically linked to community development work? Can the capacity of
our city to take concerted action on neighborhood problems be increased? At the
neighborhood level, how can networks be strengthened among community organizations,
neighborhood banks, nonprofit development companies, local institutions and
corporations, and service agencies?

While these are PED's suggestions, the task force itself will do community outreach and an
issue identification process. Some more of the potentiai issues are:
i. Broadening our sense of community; avoiding neighborhood (or even municipai)
parochialism; regional problem-solving approaches.
2. Appropriate neighborhood investment strategies, particularly for low income
neighborhoods.
3. Strategic and cost-effective use of community development resources.
4. New federal directions and implications for Saint Paul.
5. How to be supportive of families.
6. Multi-culturalism and neighborhood values.
7. Relationship between neighborhood planning and implementation.
Charge to the Task Force
1. Establish guidin� vrinciples. vision, and outcomes for community development in Saint
Paul.
2. Identify what community development issues are high priorities for business, the
nonprofit sector, and local government action, taking into account initiatives that are
already underway, such as the Safe Ciry Program, Children's Initiative, and Greater Saint
Paul Tomorrow.
3. Advise the local government and the private and nonprofit sectars on how the resources
available for community development are likely to change, and how resources can be
used most effectively, with a particular focus on the City governmenYs resources.
4. Recommend a model for the community develo�ment ro ocess so that ali of the available
resources aze used efficlently and effectively, and participants share an understanding of
roles and relationships.
5. Recommend how community�roblem-solvin¢ networks can be strengthened at both the
citywide and neighborhood levels to achieve greater synergy among community
development activities
6. Advise the Mayor and other community leaders on le�islation that wouid advance the
city's community development priorities.

Work Program of the Task Force
The task force will meet biweekly. During the middle part of the process, the task force will
break out into four subcommittees, as follows:
• Resources Subcommittee. (Will deal with trends and changes in funding, who funds
what, balance among the various types of communiry development investments, how to
improve cost effectiveness, volurneer work, corporate participation.)
• Communiry Development Model Subcommittee. (Will deal with the recognized
communiry development stakeholders, the work they do, how they could work together
more effectively, our "organizational model," pubiic, private, and nonprofit sector
collaboration.)
• Community Networks Subcommittee. (Will deal with coliaboration among aroups
outside the core communiry development stakeholders; integration of economic
development, physical development and human services; linkage of Ciry, County, and
School District activities.)
• I.egislative Subcommittee. (Will deal with regional development pattern, Metropolitan
Council policy, state legislation, federal policy direction and legisiation.)
The full task force will identify the most important issues in its early meetings and assign
them to subcommittees. After the subcommittees develop recouunendations, the fuli task
force wiIl convene again to discuss and integrate the wark into the Saint Paul Community
Development Agenda report.
PED staff will do background research, meeting preparation, and collaborate on drafting the
final report. PED would like help from at least one of the foundation co-sponsors with
research and facilitation of the task force and subcommittees.
In addition, PED has had a small contract with a nationally recognized consultant, Renee
Berger, to give advice based on her knowledge and experience. Given PED's limited
budget, the City is soliciting outside funding so that the task force can continue to seek her
advice throughout the process. Ms. Berger wouId be the principai author of the draft final
report.

Community Outreach
To be effective, the task force must reach out to stakeholder groups in the communiry and
ensure that there is communication. The task force members wfll need to be well informed
about ongoing communiry development in the ciry; conversely, stakeholder groups in the
community need to see the task force as legitimate and credible. The staff will bring
information to the task force about ongoing activlties and the results of various focus groups
that have aueady been done. The task force leadership will help to determine what
additional outreach work should be done, such as new focus groups, key informant
interviews, surveys, etc. The forms of outreach are likely to differ for each subcommittee.
Budget
In addition to the staff time of PED and a foundation, the pzoject shouid have $70,000 in
funding. The following budget is proposed:
