By RESOLUTfON Council File # J_��� Green Sheet � �G�� �7 A I� Referrec�,To INTER OVERNMENTAL RELATIONS COMMITTEE Committee: Date �CH 15, 1995 � 1 SUPPORT FOR LEGISLATION TO REDUCE STATE BUREAUCRACY 2 AND IMPROVE ACCOUNTABILITY 3 4 5 6 7 8 9 ELIMINATION OF TACIP BOARD AS THE STATE AGENCY PROVIDING CONIMUNICATION SERVICES FOR SPEECH ANB HEARING-IMPAIT2ED CITIZENS WHEREAS, the Telecommunications Access for Communications Impaired Persons' Boazd has not responsibly provided the technology and equipmentto adequately meet the service needs of the Minnesota constituents it was intended to serve; and 10 WHEREAS, elimination of TACIP would enable the State of Minnesota to contract directly with a 11 relay pmvider, thereby reducing admiuistrative costs, and permitting a greater portion of available 12 revenue to be used to improve the quality of service; and 13 WHEREAS, the Board has also created a continuing environment of feaz among Union employees at 14 DEAF (Deafness, Education, and Advocacy Foundation), who contracts with TACIP, by creating 15 situations in which DEAF and/or the workers' jobs are often put in jeopazdy; therefore, be it 16 RESOLVED, that tbe City of Saint Paul supports legislation that would eliminate the TACIP Board as 17 an unnecessary layer of government bureaucracy that impedes the provision of quality communication 18 services to Minnesotans and jeopardizes jobs in the C`ity of Saint Paul; and 19 RESOLVED, that the Saint Paul City Council communicate its support of such legislation to the 20 Ramsey County L.egislative Delegation and leadership of both the Minnesota House of 21 Representatives and Senate.
