95-265ORIGi�IAL Council File # • `� ��� 25954 �=een Sheet # RESOLUTION OF SAINT PAUL, MINNESOTA a � Pzesented Referred To Committee: Date 1 WHEREAS, under Saint Paul's National Discharge Elimination System (NPDES) permit and the 5tate 2 Disposal System (5DS) permit, the City is required to eliminate sanitary sewer regulators in sepazated azeas 3 that allow combined sewage overflows to the Mississippi River, and 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 26 27 28 29 WHEI2EAS, the Department of Public Works Inflow and Infiltration (T/I) pmgram has conducted a detailed field investigation of 3077 acres in Saint Paul and has identified appma�imately $1,000,000 of sewer work that will remove exhaneous storm water flow into the City's sanitary sewer system so those regutators can be eliminated and WI�REAS, in the City's Budget Goals and Policies, Item F-41, states that "every effort will be made to �x;m;�e federal and state grants and aids to finance the required service delivery", and, WHEREAS, the Minnesota Polluflon Control Agency has determined that the I/I program is eligible for the state's low interest loan program administered by the Minnesota Public Facilities Authority, and WI-�REAS, it is necessary that the Council designate the individual(s) authorized to execute required application forms and submission of data on behalf of the City. Ttie Council of the City of Saint Paul dces hereby designate and authorize the Director of the Department of Public Works, or her designee, to execute the loan application on behalf of the City, and to execute all other required documentaaon required by the State's agency as part of the said loan application process. NOW Tf�REFORE BE TT RESOLVED, that the Councii of the City of Saint Paui appmves the loan application for the I/I pmgram in the amount of $600,000 for the capitai construction and the necessary inspecrion, design and monitoring.
