YHSEEAS, To comply with the Metropolitan Waste Control
Commission's (MWCC's) method of charging local governing bodies for
Reserve Capacity Chatges, the Saint Paul City Council, pursuant to
SecCion 77.07 of the Saint Paul Legislative Code, adopted
Resolution C.F. 260524 on January 23, 1973 (Chapter A-7
Administrative Code) as amended, which establishes Service
Availability Charges (SAC); and , -
AHEBEAS, The Metropolitan Waste Control Commission has
increased the unit charges for the year 1995 from $800.00 to
$850.00 per unit; now therefore be it
RESOLVSD, That Council Resolution C.F. 260524, adopted
January 23, 1973, as amended, be and the same is hereby further
amended so as to increase the SAC unit charge from $800.00 to read
$850.00 per unit; and be it
FII&THEB BSSOLVED, That this amending resolution shall take
effect, be in force from and after its passage, approval and
publication.

Letter from Metropolitan Waste Control Commission informing Government Agencies of new
SAC Charge from $800.00 to $850.00 for 1995. The full SAC is paid by the builder or
property owner. Therefore, passing the increased charge to them would not be a change
in the City's policy.

ADVANTAGESIFAPPROVED:
The increase in SAC Unit Charges for the new year is not a new procedure and should be
expected by the builder or property owner. However, if the City of Saint Paul paid the
increase, it would cost the City $15,500.00 in 1995 if the same number of SAC charges

The Metropolitan Council - Wastewater Services has established the
1995 SAC rates. Effective January 1, 1995, the SAC rate will be
$850 for most communities, and $755 for communities who do not have
metropolitan inter�eptor sezvice. These communities are Cottage
Grove, Hastings and Stillwater. The 1995 rates reflect an increase
of $50 and $65, respectively.
SAC is collected by your community as users connect to the
Metropolitan Disposal System or as a user's potential or peak
sewage discharge increases. The SAC funds collected pay for the
reserve capacity portion of the debt service incurre3 to expand and
improve sewer facilities. These facilities provide the sewer
collection and treatment service stipulated for your community �n
the Metropolitan Council's comprehensive sewer plan.
