WHEREAS, the City of Saint Paul has a system of exterior property code
enforcement that is usually initiated on a citizen complaint basis; and
WHEREAS, at the time of the initial inspecrion, if a code violation is determined
to exist, the inspector has the option of issuing a criminal citation, a summary abatement
order to clean up the property, or both; and
WHEREAS, it has been the general practice of the City inspectors at the initial
inspection to issue summary abatement orders to clean up the property rather than issue
a criminal citation; and
WHEREAS, there are certain properties in the CYty of Saint Paul that are the
subject of repeated complaints and abatement orders and where the property i�eaned
up by the owner only after a City abatement order is issued; and ��..�
WHEREAS, these properly owners take littie or no responsibility for the
maintenance of their property until the City, through its inspections program, orders
them to abate the nuisance existing on their properties and comply with the Codes; and
WHEREAS, such properry ownership practices result in an unacceptable use of
Jimited City resources; now, therefore, be it
RESOLVED, that the City Council of the City of Saint Paul hereby requests that
the Admuustration establish a procedure concerning repeat nuisance properties that
requires City inspectors to simultaneously issue a criminal citation as well as a summary
abatement order at the initial inspection for those �roperties where there is a history of

Summary Abatement Program Highlights for 2994
The Summary Abatement Program continues to work as an effective tool to keep the City
ira a clean and nuisance free �ondition. Three out of four property owners that received
an abatement nofice did compiy with th� �+rders ansi abated the nuisance condition before
tha city work crews arrived to do the wm�rk. The average cost of a summary abatement
in 1994 was $220.00. These costs are assessed to the property taz�es and collected as a
special assessment. Service and administrative fees of $40.00 is added to each abatement.
The reimbursement rate for abatement work to the Ciry is atmost 100 percent.
Tha average response time for the Parlcs Department and the Thomas Dale Block Clubs
to complete a weed and grass abatement was less than 48 hours after the work order was
issar.cl.
The average response time for the Parks Department to complete a garbage/rubbish
abatem.ent was less than 72 hours.
Snow covered and icy sidewaiks were abated in less than 48 haurs.
Nuisances will be removed even faster in 1945, as the use of pre-authorized work orders
has now been implemented for routine garbage, rubbish, grass/weeds and similar types
of nuisances.

SUMMARY ABATEMENT COMPLfANCE RATE
In 1994, 6,5�0 Summary Abatement I�Totices were issued to property o��ners to remove
nuisances. Of this number 1,973 resulted in work orders being issued to have city czews do the
work because the owner failed to compiy with the abatement order. .(30 % were non-compliant).
Of these work orders issued, the city crews actually performed 1,A98 abatements. (475 property
owners did the work prior to the crew airiving).
Conclusion: 75% of a11 the Summarv Abatement 2�TOtices issued were comDlied with bv th�
proDertv owners.
