1 WHEREAS, the City of Saint Paul (the "City") issued $29.2 million of general obligation and
2 other bonds in 1994; and
3 WHEREAS, the City requires various professional services in designing capital impr ement
4 projects and in the financing of such capital improvement projects, such as �ond
5 counsel law firms, and financial advising firms; and

13 WHEREAS, the City Council, based upon the results of the RFP process, desires to identify
14 three to five firms in each of these areas, ••����-, bond counsel, and financial advisors, to be
15 approved by the Council to represent the C`ity and work with City staff in their respective areas far the
16 next 3 years.
17 NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby requests the
18 administration to undertake an RFP process to select -- a�---�-;';�`�' p '' - °, bond counsel firms, and
19 financial advising firms to serve the Ciry from January 1, 1996, through December 31, 1998 and make
20 a recommendation to the City Council on the results of the RFP process by January l, 1996, or prior
21 to the time that any bonds are issued in 1996, whichever date comes earlier.

Cultural STAR Program):
Discussion of the above issue was held by the Finance and Budget
Committee. The following was recommended:
1. Page 4, B-2 be amended to read: °Eligible non-fixed improvements
such as, movable or Itheatre seating, computers, phone systems, and
technology related to cultural presentations or visitors services."
