WHEREAS, the licensing of pawnshops, under chapter 344 of the Saint Paul
Legislarive Code, raises substantial questions relating to the traffic in stolen property in
such licensed establishments, the use of appropriate regulations to prevent the use of
such establishments for the sale of stolen property, and the effect of such businesses on
neighborhood values and institudons, schools, businesses, vehicle traffic and the like; and
WHEREAS, a study is needed for the comprehensive development of both land
use and regulatory controls far such licensed businesses, together with the development
of additional standards by which to make decisions on whether to approve or disapprove
such licenses under the L.egslative Code; and
WHEREAS, the City Council will be considering a separate resolution authorizing
a study of land use and zoning controls, together with an interim ordinance authorizing a
moratorium on new locations of pawn shops pending completion of such a study; and
WHEREAS, the study and planning process for both police power licensing
controls and land use controls will be hampered by the issuance of any new licenses
pending compleuon of the study, and the public health and welfare will be damaged by
the issuance of new licenses without the benefit of the results of the study; now,
therefore, be it
RESOLVED, that from this date and until December 31, 1995, there shall be a
moratorium on the approval of all new applications for a pawn shop license under
chapter 344 of the 5aint Paul Legislative Code, without prejudice to the right of any
such license applicants to seek approval after the moratorium has e�ired, after the
studies are completed, and after any legislation the council has adopted has become
effective; and be it
FURTHER RESOLVED, that pawn shop license renewal applicauons shall not
be included in this moratorium, but renewal applicants shall take notice that their
businesses will haue to comply with the standazds and land use or regulatory controls
which the Council may adopt as legislation following the completion of this study; and be

2 FURTHER RESOLVED, that the director of the office of license, inspections
3 and environmental protection is hereby directed not to approve any new pawn shop
4 license applications or issue any such licenses until this moratorium has eJCpired or until
5 the studies are completed and the Council has taken action on the recommendations of
6 such study.

There has been a substantial increase in the number of new pawn shop license applications
in the past year and more applications are expected in the future. The increase in the
number of license applications calls the credibility of the applicants to question. We
question wlxether there may not be illegal activities permeating from the shops which may
lead to deleterous effects in the surrounding neighborhoods.
ADVANTAGES IFAPPROVED:
Will allow sufficient time for City Planning to study the whole matter and recommend
apropriate regulations to prevent the possible trafficing of stolen goods and the
adverse effects such activities may have on surrounding neighborhoods.
DISADVANTAGES IFAPPROVED:
Will prevent some applicants from opening businesses in Saint Paul until 1996.
