Were, Why): There has been a substantial increase in the number of new pawn shop license applications in the past year and more applications are expected in the future. The increase in the number of license applications calls the credibility of the applicants to question. We question wlxether there may not be illegal activities permeating from the shops which may lead to deleterous effects in the surrounding neighborhoods. ADVANTAGES IFAPPROVED: Will allow sufficient time for City Planning to study the whole matter and recommend apropriate regulations to prevent the possible trafficing of stolen goods and the adverse effects such activities may have on surrounding neighborhoods. DISADVANTAGES IFAPPROVED: Will prevent some applicants from opening businesses in Saint Paul until 1996. DEG 2 ` 1g94 DISADVANTAGES IF NOTAPPROVED: - .r, - New licenses could have a serious negative impact on certain neighborhoods and could add to the trafficing of stolen property.
