This properry is legally described as follows, to wit: The South i/2 of I.ot 18 of The Pioneer Real Estate and Building Society's Subdivision of Block No. 36 in Stinson, Brown and Ramsey's Addition to The City of St. Paul. WAEREAS, based npon the records in the Ramsey County Recorder's Office and information obtained by Saint Paul Public Heaith on or before May 11, 1994, the following are the now known interested or responsible parties for the Subject Property: Ronald J. Lydon, 856 7ames Avenue, St, Paul, MN 55102-3425. That the Subject Property comprises a nuisance condition as defined in Saint Paul I.egisiative Code, Chapter 45. 2. That the costs of demolition and removal of this building(s) is estimated to exceed three thousand dollars ($3,000.00). 3. That there now exists and has existed multiple Housing or Building code violations at the Subject Property. 4. That an Order to Abate Nuisance Building(s) was sent to the then known responsible parties to correct the deficiencies or to demolish and remove the building(s). 5. That the deficiencies causing this nuisance condition have not been corrected. 6. That Public Health has posted a placard on the Subject Property which declares it to be a nuisance condition subject to demolition. 7. That this buiiding has been routinely monitored by the Vacant/Nuisance Buildings Code Enforcement Prograsn. 8. That the known interested parties and owners are as previously stated in this resolution and that the notification requirements of Chapter 45 have been fulfilled. ORDER The Saint Paul Ciry Council hereby makes the following order: 1. The above referenced interested ar responsible parties shall make the Subject Properry safe and not detrimental to the public peace, health, safety and welfaze and remove its blighting influence on ihe community by rehabilitating this structure and correcting all deficiencies as prescribed in the above referenced Order to Abate Nuisance Building(s} in accordance with all applicable codes and ordinances, or in the alternative by demolishing and removing the structure in accordance with all applicable codes and ordinances. In the event tfie building is to be demolished and removed by the City of Saint Pau1, all personal property or fixtures of any kind which interfere with the demolition and removal shall be removed from the properry by the responsible parties by the end of ttris time period. If all personal property is not removed, it shall be considered to be abandoned and the Ciry of Saint Paul shall remove and dispose of such property as provided by law. 4. It is further ordered, that a copy of this resolution be mailed to the owners and interested parties in accordance with Chapter 45 of the Saint Paul Legislative Code. Repair or replace any deteriorated or damaged window sash, broken glass, sash holders, etc. as necessary. Where wall and ceiling covering is removed, replaced doors and windows, (insulation, glass, weather stripping, etc.) shall meet new energy code standards. 6. Relevel structure as much as is practical. 7. Prepaze and paint as necessary (take the necessary precautions if lead base paint is present). 8. Any framing members that do not meet code (where wall and ceiling covering is removed, members that are overspanned, overspaced, not being carried properly, door and window openings that are not headered, etc.) are to be reconstructed as per code. A determination as to exacfly what will have to be done is to be made by this department or a registered structural engineer. 9. Habitable rooms with new usage, replaced windows shall have glass area equat to 10% of floor area, or a minimum of 10 sq. ft., one-half of which shall operate and all bedroom windows shail meet emergency egress requirements (20" wide minimum, 24" high minimum but not less [han 5.7 sq. ft. overall). 10. All charred members will have to be scraped or sandblasted completely ciean and any water-warped members replaced. A determination as to necessary conective measures will have to be made by this department or a registered structurai engineer as to replacement, repairs, etc. All smoked or charred members are to be sealed and deodorized.
