INITIATING PROBLEM, ISSUE, OPPORTUNIN (WM. What, When, Where. Why):
In order to conduct pre-employment background investigations on Police and(or Fire Fighter candidates without tak;n° any
additional personnel from other units, it is necessary to hire as consultants, retired police officers &om the St. Paul Police
Department who have been traiued in conducting pre-employment background investigations. For tlus reason the City of St.
Paul needs to indenuufy and hold harmless these consultants from any clauns arising out of the these background checks.
