1 WHEREAS, the City of 5aint Paul has uaditionally hosted a recepuon for
2 mayors and public offlcials from other communities in Miuuesota during the Saint
3 Paul Winter Carnival celebration, at which food and beverages and other
4 grariuties such as free pazldng on the day of the reception aze given to such
5 officials; and
6
7 WHEREAS, city elected officials and other city staff, including department
8 directors and the mayor's staff, are invited to attend for the purpose of assisting
9 the mayor in hosting the event; and
10
11 WHEREAS, the reception serves a valuable public purpose in promoting
12 the City of Saint Paul and the Winter Carnival; and
13
14 WHEREAS, the mayor's staff has solicited the donation of the food,
15 beverages and other services or items which might be part of the reception, so
16 that public funds are not used or expended, from persons, firms or corporations
17 which may meet the defuution of an "interested person" under Minn. Stat. §
18 471.895; now, therefore, be it
19
20 RESOLVED, that the food, beverages, parking and other items or services
21 which ha�e been solicited for this reception are hereby declared and determined
22 to be gifts to the City of Saint Paul; and, be it
23
24 FURTHER RESOLVED, that the City Council and Mayor hereby
25 authorize their receipt, consumption and use for the purposes of the reception as
26 being in the public interest of the City of Saint Paul.
