95-1113Q�=���'�,l�� Council File # �5 -\\\3 Green Sheet # � �? � RESOLUTION SAINT PAUL, MINNESOTA Presented By 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 Referred To � / �� Committee: Date a3 RESOLUTION REQUEST'ING PAYMENT OF STATE GRANT IN CONNECTION WITH SCIENCE MUSEUM PROJECT WHEREAS, pursuant to Laws of Minnesota, 1994, Chapter 643, Section 2, subdivision 15, the State of Minnesota (the "State") has appropriated funds in the amount of $1,000,000 (the "GranY') for predesign and design of a science museum as authorized by Laws of Minnesota, 1994, Chapter 643, Section 81, subjectto new Minnesota Statutes, Section 16A.695. WHEREAS, the Grant is not available un61 the City of Saint Paul (the "City") has delivered to the State Commissioner of Finance (the "Commissioner") a resolution of the City requesting payment and evidencing the commitment of a City to make a City owned riverfront site available for the museum at no cost to the nonprofit corporation that will operate the museum, and the Commissioner has determined that $2.00 has been committed by non-state sources for each $1.00 of the Grant. WHEREAS, by the Council File 95-6004 adopted on July 12, 1995, the City approved a Memorandum of Understanding with the Science Museum of Minnesota, a Minnesota nonprofit corporafion ("SMM"), pursuant to which the City agreed, among other things, to acquire, at no cost to the SMM, certain land in the City's Riverfront Redevelopment Project Area, and lease the same to SMM, far a nominal consideration, and SMM agreed to construct and operate a science museum, car parking ramp, and related improvements (collectively, the "Project"). NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, Minnesota, as follows: 1. That the City of Saint Paul requests payment from the State of the Grant which was appropriated by the State in the amount of $1,000,000 pursuant to Laws of Minnesota, 1994, Chapter 643, Section 2, subdivision 15, for predesign and design of the Project, subject to new Minnesota Statutes, Section 16A.695. 2. The City hereby finds, determines and declazes, that it has made a Ciry owned riverfront site available for the Project at no cost to SMM. 36 37 38 3. 39 40 41 a5-t143 That the disbursement of the Grant will be made by the City to SMM at such time and times in such amounts as the Grants are received from the State of Minnesota, subject to the terms of the grant agreement to be entered into by the Ciry and State, and the Development Agreement. 42 4.
