WHEREAS, State of Minnesota and the City of Saint Paul established the Urban Revitalization
Action Program (URAP) on July 1, 1988 for the purpose of providing neighborhood housing and
economic revitalizarion in designated URAP areas; and

WHEREAS, from 1988 through 1991 the State of Minnesota did award the City over $8 million
for the program, and authorized the City to expend program funds and any accrued interest on eligible
activities as defined in the program guidelines; and
WEiEREAS, all of the activities financed under the State URAP program will be completed by
Septembez 30, 1995, and the program has retained earned interest which is available for eligibie acflvities
in URAP areas; and
WHEREAS, the Salvation Army of Saint Paul is in the final phases of a$6 million capital
campaign to either rebuild or substantially upgrade the Como Avenue, Fort Road, and Payne Avenue
facilities; and
WHEREAS, as part of this process, the construcfion of a new facility has been approved which
wi11 be located at 1019 Payne Avenue, and will provide social services for Saint Paul residents; and
WHEREAS, after demolishing the structure at the Payne Avenue site, and after additional soil
borings were made to meet architectural requirements, it was determined that the soil could not support
the proposed building, and an alternative structural support system would be required; and
WHEREAS, additional costs incuned were in excess of $265,000 for the re-engineering and
redevelopment of the proposed structure; and
WHEREAS, the Salvation Army project meets the goals and objectives of the URAP progzam, is
located in a URAP eligible area, and funds are available to provide assistance to the project;
WHEREAS, the District 5 Council, at its meeting of August 22, 1995 approved use of $200,000 in
URAP funds for the construction of the Payne Avenue Salvation Army facility; now, therefore, be it

Staff is proposing that the Ciry provide URAP grant funds of $200,000 to assist the Salvation
Army with unforeseen soil problems at the 1019 Payne Avenue construction site. The grant
would contain the restriction that if the Salvation Army were to cease its operations at the
Payne Avenue site, the full amount of the grant would have to be repaid.
Background
The Salvation Army is in the final phases of a$6 million dollar capital campaign for the
reconstruction or rehabilitation of their facilities located on Como Avenue, Fort Road, and
Payne Avenue. Prior to the beginning of construction on the Payne Avenue site, additional soil
tests revealed that the soil conditions were very unstable would not support a new building
unless deep pilings with a grade beam system was implemented. The total cost of the corrective
action is estimated at $265,919. T`he Salvation Army has requested financial assistance from the
Ciry for unforeseen costs.
Proposed Financial Assistance
An annual report to the State regarding URAP funds, indicates that there is $25�,�00 in
accumulated interest from City-wide URAP deposits which is avaIlable for projects and activities
within the URAP areas. It is proposed that $20Q000 of these funds be granted to the Salvation
Army to assist with soil correction expenses. This assistance will not only facilitate the
construction of the Payne Avenue site but will also assist in the completion of improvements on
West 7th. Because the soil correction eapenses were unforeseen, and construction on the
Payne Avenue site has already begun, in the short run, the ea�tra funds needed were drawn down
from the overall capital funds that are also pledged for the West 7th project. That means that if

additional alternate funds are not obtained for the soil corrections on Payne Avenue, there
won't be sufficient funds for the W-7th site project.
Neighborhood Involvement
The Salvation Army has made presentations to the Business Association, District 5 Community
Development Committee and the full District 5 Planning Council. On August 22, 1995, the
District 5 Planning Council voted to approve $200,000 in URAP assistance for the Payne
Avenue Salvation Army project.
Public Pur�ose
At the Payne Avenue Center Salvation Army provides the following services:
Emergency food, clothing and shelter
Fuel assistance for seniors, disabled, low income
Day labor
Food assistance for mothers and children
Free lunch program
Activities for seniors
At the West-7th center the Salvation Army provides:
Emergency food, clothing and shelter
Fuel assistance for seniors, disabled, low income
Day labor
Food assistance-free breakfast
Food assistance for those over 80
Free eye care
Full-sized gymnasium

After School Programs
Senior program
The Salvation Army's Booth Brown House on Como Avenue serves teenage chIldren who must
live away from their families and cannot be placed in foster homes. Program components
include therapy, counseling, interpersonal skills development, medical care and on site
coordination with schools.
Staff Recommendation
Staff recommends that the City Council approve the attached resolution authorizing $200,000 in
URAP assistance for the Payne Avenue Salvation Army construction project.

WHEREAS, the Adopted 1995 City Budget includes an appropriation for a residual equity transfer in
the amount of $69,332 to close out the Department of Plavning and Economic DevelopmenYs Energy
Conservation Improvement Program Fund (Fund 102}, move this amount to the Department of
Finance and Management Services, and establish the Energy Conservation Improvement Program
under Fund 165, Activiry 31161 within Finance and Management Services; and
WHBREAS, the remaining fund balance in Bund 102 at December 31, 1994 is $91,363; and
WAEREAS, a budget amendment is necessary to transfer the ful] $91,303 to close out Fund 102; and
WHEREAS, the Mayor, pursuant to Section 10.07.01 of the City Charter, does certify that there is
available for appropriation financing in excess of That estimated in the 1995 budget; and
WHEREAS, the Mayor recommends the following changes to the 1495 budget.
