WHEREAS, in accordance with Sedion 10 he C harter, Mayor Coleman presented to the City Counai on August 16, 1995
the Mayors Proposed Budget, with said recommended budgets totaling $462,843,266 before subtracting out "Transfers
To and Transfers From Funds" and "Subsequent Year DebY'; and totaling $386,296,811 after netting out "Transfers To
and Transfer From Funds" and "Subsequent Year DebY', and
WHEREAS, the Mayor did recommend, as part of the comprehensive 1996 Finanang Plan for the City oY Saint Paul and after
applying the preliminary certified amount of State Paid H.A.C.A payments of $19,528,061, that the 1995 Net Property Tax Levy
Payable in 1996 be $66,461,547. The MayoYs recommended Net Tax Levy (before fiscal disparities distribution lev�es) is a 0
increase over the tax levy certified for the Adopted '1995 City Budget, and is detailed as follows�

$19,487,307, from the State of Minnesota after the completion of the Mayor's Proposed Budget,
NOW THEREFORE. BE IT RESOLVE�, That in accordance with Minnesota Statues, Section 275 065 Subdivision 1, the City
Council after considering the Mayor's recommendations, but absent public hearings on the Mayor's budget proposal, does
hereby accept Yhe Budgets fos Fiscal Year 1996 as proposed by the Mayor, as constituting the Proposed BudgeYs Yor the
City of Saint Paul, and be it further
RESOLVED, that in accordance with the same referenced Statue, the City Council, after considering the Mayor's recommendation
for property tax levies, including the request of the Port Authorlty, and the final certified amount of state paid H A C.A , does
hereby certify to the Ramsey County Auditor that the Proposed Maximum Tax Levy for the City of Saint Paul for Taxes Payable
in 1396 (for use in caiculating the Truth-In-Taxation Notices to be mailed in November of 1995) as follows
