WHEREAS, Chapter 181, S.F. No. 526 was passed by the State Legislature May 12, 1995 relating to an
alternative method for the City of Saint Paul in the appointment of Charter Commission members; and
WHEREAS, the Saint Paul City Council wishes that the Chief 3udge of the 2nd 7udicial District maintain
appointing authority of the Charter Commission; and
5 Wf IEREAS, the Saint Paul City Council supports the following measures to broaden representation on the
6 Charter Commission; now therefore be it
7 RESOLVED, that:
8 1. The City Council supports the Chief 7udge of the 2nd Judicial District Court in continu'sng to make
9 all appointments to the Charter Commission.

2. The City Council recommends that the Chief 7udge make appointments to the Charter Commission
based on geographic balance in the City of Saint Paul.
3. The Charter Corrunission has agreed to devise a recruitment and outreach plan to encourage a broad
range of people throughout the City to apply to the Commission, creating a larger pool for the Chief
7udge to select from.

The Charter Commission has agreed to solicit assistance from neighborhood groups and
organizations representing people of color to broaden representation on the Charter Commission.
The Charter Commission has agreed to examine its meeting times and location to ensure that people
are not being excluded from serving on the Commission, or testifying on issues.
6. The Charter Commission has agreed to work with the City Council to devise a plan to have annual
joint meetings to discuss common agenda items and other issues that the Charter Commission may
choose to examine during the calendar year.
The Charter Commission has agreed to annually evaluate this restructuring plan to ensure the
objectives aze being realized.
