95-1031Return copy to: Real Estate Division 140 City Hall � � � PAUL, MINNESOTA r�o� � �r�a ro Council File # ��� / Green Sheet # ����� Comroiaec: vare �� 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 WHEREAS the United States Department of Energy (DOE) and the Environmental Protection Agency (EPA) wish to promote air quality and environmental goals and policies by encouraging municipalities to make energy efficiency improvements in processes that affect the use of private and public buildings; and WHEREAS, the DOE and the EPA have jointly made available funds to enwurage process improvements and transfer of information to the private sector; and WHEREAS, the International Council for I.oca1 Environmental Initiatives (ICLEI), in cooperation with the DOE and the EPA, is responsible for reviewing and awarding $50,000 grants to local governments which propose projects and provide a funding match with local non-federal sources to finance process changes which foster energy efficiency; and WHEREAS, the city of Saint Paul has been recognized by the DOE, the EPA, State agencies, ICLEI, and NSP as a model for maldng energy efficiency improvements in municipal facilities; and WHEREAS, a commitment to maintain energy savings aclueved in Saint Paul buildings is required to protect the significant investment the city has made in city facilities upgrades; and WIIEREAS, the city of Saint Paul and NSP ha�e demonstrated the ability to cooperate through the city building retrofit project and the development of the CO2 Reduction Plan; and WHEREAS, the ICLEI program can help Saint Paul to e�and its efforts to save taYpayer money through energy efficiency and to extend fiscal and environmental benefits into other sectors of the Saint Paul commercial sector; and WHEREAS, the Saint Paul project will include training for city inspectors and designers regarding the Minnesota energy code; training for facility operators; development of diagnostic tools, automated monitoring and verification of energy use in city facilities; employee education to use energy where and when it is needed; and outreach to local businesses to transfer the benefits of training and energy use tracldng to the private sector; and WHEREAS, the Saint Paul project will take advantage of training available through the EPA, NSP and other existing resources; and WHEREAS, the Center for Energy and the Environment (CEE) coordinated the Twin City Urban CO2 Reduction Project and drafted the plan which was adopted by Saint Paul in 1993; and WI-IEREAS, CEE has extensive e�ertise and e�perience with developing, securing federal funding and 'unplementing private and public energy efficiency retrofit projects; and 1 2 3 4 5 6 7 8 9 ��I�I�iA� � -S. 3 �azb g��3/ WI�REAS, the ongoing Saint Paul Energy Conservation Project building retrofit activity contributes to the local match; therefore be it RESOLVED, that upon recommendation of the Mayor, the City Council directs City officials to work with the Center for Bnergy and the Environment to develop a proposal to submit to ICLEI on behalf of the city; and be it fiirt]ler RESOLVED, that staff will return to the Mayor and City Council for approval of appropriate budget modifications when a grant is awarded. The International Council for I.ocal Environmental Initiatives (ICL.EI) will review and award the grants to local governments with a ma�mum grant of $50,000. Awardees will make information available to the local private sector. SAINT PAUL PRO.TECT The Saint Paul project will have four components: 1) Training for city inspectors and designers in the Minnesota energy code compliance; 2) Education for city employees to make sure taYpayer funds are used only where and when energy is needed; 3) Development of automated energy use tracking and monitoring in order to respond to energy use increases in a timely and appropriate manner; and 4) Transfer of information to the private sector. OPPORTUNITY The City of Saint Paul is a EPA Green Lights Partner and a member of ICLEI. The DOE is also awaze of Saint Paul energy efficiency activity and the commitment to make wise use of scarce resources. Improving training and operations will protect the significant investment the City has made through municipal facility upgrades. PARTNERSHIPS The City of Saint Paul worked with the Center for Energy and the Environment (CEE) in the development of the Intemational Urban CO2 Reduction Project which has been in place since the City Council adopted the Plan in 1993. The project will eapand the City/NSP partnership into the areas of training and transfer of knowledge. The City relationship with the EPA will also provide training resources.
