The Council ofthe City of Saint Paul having received the report ofthe Mayor upon the above nnprovement, and having considered said report, hereby resolves: 1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $91,883.00, to be financed by assessments. 2. That a public hearing be had on said improvement on the 21st dau of Julv. 2010, at 530 o'clock .�m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul. 3. That notice of said public heazing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the nnprovement and the total cost thereof as estimated. Totaf Amount of $91,853.00 Transaction: Funding Source: ASSeSSRlentS Financial Infortnation: (Expiain) CosVRevenue Budgeted: Activity Num6er. fti� � � C��U � �����e June 11. 2010 10:55 AM p�nc � �a ��� SUMMARY OF ENGINEERING RECOMMENDATIONS Fourth Street Areaways — Jackson to Sibley Report Prepared 6-9-10 Public Hearing 7-21-10 PROJECT As part of the CC LRT project the sidewalk on the north side of Fourth Street between Jackson Street and Sibley Street, will be removed and reconstructed. The Pioneer Building and Sibley Square Building have areaways which are in need of improvement so that the CC LRT work may proceed. The property owners have requested the work be completed by Met Council and assessed to them. This work consists of relocating and/or supporting utilities and performing all other related work to complete said improvement. EXISTING CONDITIONS The existing areaways have utilities attached to the underside of the sidewalk which wi11 be removed to perform the CC LRT work. These utilities must be relocated and/or supported during this sidewalk work. PROPOSEDIMPROVEMENTS It is proposed to improve the sidewalk on the norkh side of Fourth Street between Jackson Street and Sibley Street, by relocating and/or supporting existing utilities, removing the existing sidewalk, performing the necessary CC LRT work, replacing the sidewalk and replacement of areaway utilities. The property owners have requested the work be completed by Met Council and assessed to them. Once the work has been completed the City will assess the property owners for the full cost of the work. The City will reimburse Met Council the fuli cost of the work for the two areaways under the CC LRT Master Funding Agreement between the City of Saint Paul and Met Council. ALTERNATES To do nothing would be inconsistent with the property owners desire to have this work assessed to them. The property owners would need to cover 100% of the cost of the work immediately. POSITIVE BENEFITS By Met Council controlling the work there is less chance for delays to the CC LRT project which is on a tight timeframe. ADVERSE EFFECTS The City will be financing the work. r �-� � �- TfME SCHEDULE The work will be completed in the summer of 2010. Ekact timing and schedule of work will be coordinated by Met Council to minimize disruption to adjacent property owners and to keep CC LRT on schedule.
