The Council ofthe City of Saint Paul having received the report ofthe Mayor upon the above improvement, and having considered said report, hereby resolves: 1. That the said report and the same is hereby approve with no alternatives, and that the estimated cost thereof is 671 300 financed by Non-motorized Transportation Pilot Program and assessments. 2. That a public hearing be had on said improvement on the 18` dav of Februarv, 2009, at 5:30 o'clock p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul. 3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and piace of hearing, the nature of the improvement and the total cost thereof as estimated. Marshall Avenue will be widened on the south side to accommodate new bicycle lanes for eastbound travel. A five foot wide sidewalk will be installed on the north side of Marshall Avenue. EXISTING CONDITIONS Currently, Marshali Avenue has a 14' wide westbound, shared bicycle/vehicle lane on the north side between Otis and Cretin. There is no eastbound bicycle lane on the south side. There is no sidewalk on the north side of the street. Pedestrians have created a dirt path to get to the bus stops. PROPOSEDIMPROVEMENTS It is proposed to widen Marshall Avenue by finro feet from the south side to accommodate a 5' wide bicycle lane. The entire length of Marshali from Otis to Cretin wilf be milled and overlaid. New striping and "Share the Road" signs will be installed. Pedestrian countdown timers will be installed at the finro signalized intersections. A dynamic speed display sign will be installed near MRB for eastbound traffic. It is also proposed to construct a 5' sidewalk on the north side of the street. ALTERNATES Leave as is without an eastbound bike lane. POSITIVE BENEFITS The project would provide a new bicycie connection and an improved pedestrian connection to the City of Minneapolis from Saint Paul on Marshall by providing on-street bike lanes, "Share the Road" signs and new sidewalks. ADVERSE EFFECTS Normal problems associated with construction such as noise, dust, reduced access to the neighborhood, and general disruption will be present. EFFECTS ON 7REES 30 existing trees on the north side of the street will need to be removed. New trees wiil �G-�a be planted as part of the boulevard restoration. T1ME SCtiEDl1LE The project will begin in the spring of 2009 and will be completed by the fall of 2009.
