The Council of the City of Saint Paul having received the report ofthe Mayor upon the above improvement, and
having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof
is $ 892.19, is to be financed by assessments.
2. That a public hearing be had on said improvement on the 17th dav of June, 2009, at 530 o'clock pm., in the
Council Chambers of the City Ha11 and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating
the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.

fnitiating Probiem, Issues, Opportunity (Who, What, When, Where, Why):
The problem "defective sidewalk" was caused by multiple problems, poor subgrade materials, freeze/[haw cycles, service life limi[s,
chemical additives, extreme temperature varialions, etc. These problems ocwr on a citywide basis and must be addressed and
corrected annually. Left uncorrected, [he sidewalk condition would worsen to a state where it would be unusable and subject to
increased pedestrian injuries from falls and possibie litigations.
Advantages If Approved:
The community and property owner will benefit from [his project because it will provide safe, defect free sidewalk far citizens.
Disadvantages If Approved:
The property owner will be assessed for the reconstruction of the sidewalk.
Disadvantages If Not Approved:
This option would allow the infrastructure of sidewalk to de[eriorate, which in turn, will generate more personal injury suits, resul[ing
in the expenditure of larger dollar amounts in repairs and replacement, as well as claim payouts.
