In the Matter of improving Goodrich Avenue between Mississippi River Boulevard and Cretin Avenue by
grading and paving with brick. The improvement will also include concrete curb and gutter, concrete driveway
aprons and outwalks, boulevards ]andscaped with sod and trees, and a new lantern style street lighting system.
In addition, appropriate sanitary sewer repairs will be made, lead water services in the right of way wil] be
replaced, and storm sewer and sanitary sewer reconnections will be made at the request of property owners.
This street is being done as part of the CRETIN-GOODRICH R5VP (Residential Street Vitality Project).
The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and
having considered said report, hereby resolves:
1. That the said report and the same is hereby approve with no alternatives, and that the estimated cost thereof
is $480,000.00, financed by Street Improvement Bonds, assessments and other funds.
2. That a public hearing be had on said improvement on the 6th day of Mav. 2009, at 530 o'ciock .�m., in the
Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stapng
the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.

The property owners (90%) on Goodrich Avenue between Mississippi River Boulevard and Cretin Avenue have requested that their
street be repaved with brick. This street is being done as part of the Cretin-Goodrich Residential Street VitaliTy Project.
Advantages IfApproved:
General improvement of the public right-of-way will enhance and add quality to the neighborhood. The newly rebuiQ roadway will
improve drivability of the neighborhood and continue the Ciry's effor[s to improve the street system in Saint Paul. Brick streets and
Lantem sTyle lighting will enhance the block.
DisadvanWges If Approved:
Normal problems associated with conshuction such as noise, dust, and general disruprion will occur.
Disadvantages If Not Approved:
The pavement structure will continue to deteriorate, maintenance costs wili rise, and the level of service provided hy these stree[s will
drop.
