Initiating Problem, Issues, Opportunity (Who, What, When, Where, Whyj: The problem "defecrive sidewalk" was caused by multiple problems, tree roots, poor subgrade materials, freeze/thaw cycles, service life limits, chemical additives, extreme temperature variarions, etc. These problems occur on a citywide basis and must be addressed and corrected annually. Left uncorrected, the sidewalk condition would wursen to a state where it would be unusable and subject to increased pedesian injuries froms falls and possible litlgations. Advantages If Approved: . The community wiil benefit from this project because it will provide safe defect free sidewalks for its citizens. The sidewalk contracts are done by private contractors generating public sector jobs as a result. Disadvantages if Approved: Historically, the sidewalk reconstruction has created negative feedback because of wnstruction procedures and asesessments. Having to assess for walk reconstruction remains a controversial issue. Disadvantsges If Not Approved: This oplion would allow tUe infrashucture of sidewalk stock to deteriorate, which in tutn, will generate more personal injury suits, resulting in the expenditure of lazger dollaz amounts in repa'us and replacements, as well as claim payouts. 7ota Amount of $17,234.62 Transaction: Fundiny source: CtB, Other, Assessments F inan cial Information: (Expfain) CostlRevenue Budgeted: Y ActivityNumber: C08-2T761-0784-00000 January 20, 2009 12:21 PM Page 1 CITY OF SAINT PAUL ChristopherB.
