The Council ofthe City of Saint Paul having received the report ofthe Mayor upon the above improvement, and
having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof
is $6,094.000.00, financed by Street Improvement Bonds, assessments and other funds.
2. That a public hearing be had on said improvement on the 6th dap of February, 2008, at 5:30 o'clock p.m., in
the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating
the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.

General improvement of the right-of-way will enhance and add qualiry to the neig6borhood. The newly rebuilt roadways will
improve drivabiliTy of the neighborhood and continue the City's efforts to improve the street system in Saint Paul. Street oiling in this
neighborhood will be eliminated. Lantern style sueet lighGng will also enhance neighborhood safety and aesthe6cs.

SUMNiARY OF ENGINEERING RECOMMENDATIONS
Earl-McLean Residential Street Vitality Project (Area 20}

PROJECT
This project is to improve the area referred to as the Earl-McLean Residentiai Street
Vitality Project (Area 20). The project area is bounded generally by Pacific Street on
the north, Mound Street on the west, Mounds Boulevard and Burns Avenue on the
south, and Etna Street on the east. (See the attached project area map.)
Improvements to be made as part of the project include constructing new bituminous
surfaced streets with concrete curb and gutter, concrete driveway aprons, and
boulevards landscaped with sod and trees. The existing wood pole lights will be
replaced with lantern style lights as part of the project. In addition, appropriate sanitary
sewer repairs wiil be made, and storm and sanitary sewer reconnections will be made at
the request of property owners.
in addition to the residential streets to be reconstructed, Mounds Boulevard between
Eari Street and Burns Avenue will be done as an MSA route. The features to be
constructed on Mounds Boulevard are the same as described above for the residential
streets.
EXISTING CONDITIONS
Most of the streets in the project area are oiled and have no curb. Some of the blocks
have old concrete curb. The street surfaces are generally in fair condition.
Streets in the project area are generally about 30' wide. Several streets are significantly
wider, and 2 are only 18' wide. All of the existing street lights in this area are mounted
on wood poles.
Mounds Boulevard between Earl Street and Burns Avenue is an older paved street with
some concrete curb, and is in generally poor condition. Its width is approximately 36'.
The existing street lighting is on wood poles. Parking on this section of Mounds
Boulevard is allowed on the both sides of the street during the day, but is signed "No
parking in Park 11 PM to sunrise". As of June 2005, the average daily tra�c (ADT) on
Mounds Boulevard between Earl and Burns was 1400 vehicles per day.
PROPOSEDIMPROVEMENTS
It is proposed to improve the following streets with the construction of a new bituminous
surfaced street at the listed width, with concrete curb and gutter, concrete driveway
aprons and outwalks, and boulevards landscaped with sod and trees. In addition,
appropriate sa�itary sewer repairs will be made, lead water services in the right of way

POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Lantern style
lighting will enhance neighborhood safety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construcfion such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Street widths are planned close to the existing widths, and in some cases wiii narrow
the streets significantly, partly to help minimize the impact on trees. New trees will be
planted where there is sufficient space as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2008 and will be completed by the fall of 2008.
There will be further restrictions on the amount of time work is done on individual
segments of streets.
