In the Matter of improving the Downtown Skyway System by painting up to thiriy-five city-owned pedestrian
skyway bridges and pigeon proofing up to fifteen of said bridges, and doing all other necessary wark to
complete said 'unprovement.
The Council of the City of Saint Paul hauing received the report of the Mayor upon the above improvement,
and hauing considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost
thereof is $690,000, financed one-third by city funds (up to $230,000) and two-thirds by direct payment
or assessments against abutting properties.
2. That a public hearing be had on said 'unprovement on the 4 of June. 2008, at 5:30 o'clock P.M.. in the
Council Chambers of the City Hall and Court House Building in the City of Saint Pau1.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter,
stating the time and place of hearing, the nature of the improvement and the total cost thereof as
estimated.

Current skyways were poorly painted 12 years ago and paint is peeling on many bridges, creating an unsightly environment. Painting
will improve the appeazance of the bridges and downtown. In addition, pigeon abatement on these bridges will improve the
appearance of streets, buildings and the downtown in general.

Saint Paul Department of Safety and Inspections: Skyway Painting and Pigeon Proofing
Report Prepared May 7, 2008
Public Hearing Proposed for June 4, 2008
PROJECT
The City of Saint Paul proposes to paint and pigeon proof downtown skyway bridges in need of painting
and pigeon abatement measures. The City would pay for one third of the cost and the other rivo thirds
would be assessed to the building owners adjacent to these skyway bridges. It is anticipated that this yeaz
up to fifteen bridges closest to the Xcel Energy Center will be painted and next year the remainder of the
bridges will be painted.
INITIATING ACTION
This project is inifiated by the Department of Safety and Inspections with the assistance of Public Works
and the Contract & Analysis. Contract & Analysis will perform the bidding activities and Public Works
will assure quality control. Public Works is currently performing an analysis of the condition of the paint
and is using the Wabasha Bridge as an example.
EXISTING CONDITIONS
A detailed listing of each bridge and its condition will be provided prior to the Final Order public hearing
date.
PROPOSEDIMPROVEMENTS
Current skyways were poorly painted 12 yeazs ago and paint is peeling off in sheets on many downtown
bridges, creating an unsightJy environment. Painting of these skyways will unprove the appearance of
downtown. In addifion, pigeon infested skyways aze creating unsightiy conditions near many of
downtown's landmazks and eating establishments. Pigeon abatement on these bridges will improve the
appearance ofthe street, buildings and downtown in general.
POSITIVE BENEFITS
Painting and pigeon proofing of skyways will create an improved downtown appeazance for visitors and
citizens. In addition this will extend the life expectancy of these bridges.
ADVERSE EFFECTS
There will be no adverse effects.

The bridges closest to the Xcel Energy Center will be completed prior to the Republican National
Convention in eariy September. Others farther away will likely be painted later in the fall or in 2009.
COSTS AND FLTNDING
The City has allocated $230,000 of CIB Bond funding, which will finance one-third of the project cost.
The remauiing two-thirds will be paid by abutting building owners, either by direct invoice from the City ar
by assessment. The City wiil ask the building owners to commit to a payment preference on via agreements
prepared by the City.
