In the Matter of improving the area referred to as VICTORIA STREET from Como Boulevard to Arlington
Avenue, by constructing new bituminous surface streets with concrete curb and gutter, concrete driveway aprons
and outwalks, boulevards landscaped with sod and trees, and a new lantem style lighring system and doing all other
necessary work to complete said project.
Also, lead water services in the right-of-way will be replaced.
Also, the conshuction of and/ar repair of sanitary sewer, storm sewer, and/or water service connecrions will be made
at the request of the property owners. (File No. 19064C)
The Council ofthe City of Saint Paul having received the report ofthe Mayor upon the above improvement, and
having considered said report, hereby resolves:
1. That the said report and the same is hereby approve with no alternatives, and that the estimated cost thereof
is $ L299.530.00, financed by Minnesota 5tate Aid and assessments.
2. That a public hearing be had on said improvement on the 3rd day of December. 2008. at 530 o'clock ti.m., in
the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating
the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.

SUMMARY OF ENGINEERING RECOMMENDATiONS

PROJECT
This project is to improve Victoria Street ftom Como Boulevard to Ariington Avenue
by constructing a new bituminous surfaced street with concrete curb and gutter,
concrete driveway aprons and outwalks, boulevards landscaped with sod and trees,
and a new lantern style street light+ng system. In addition, appropriate sanitary sewer
repairs will be made, lead water services in the right of way will be replaced and storm
and sanitary sewer reconnections will be made at the request of property owners.
EXISTiNG CONDITIONS
Victoria Street is an oiled street that is in poor condition. The existing street width varies
from 34' to 42'. Existing boulevards are eroded. Victoria Street has wood pole lighting.
PROPOSEDIMPROVEMENTS
ft is proposed to improve Victoria Street with the construction of a new bituminous
surfaced street with concrete curb and gutter, concrete driveway aprons and outwalks,
and boulevards landscaped with sod and trees. in addition, appropriate sanitary sewer
repairs will be made, lead water services in the right of way will be replaced and storm
and sanitary sewer reconneetions will be made at the request of property owners.
The proposed street width is 38' to allow for parking on both sides of the street. A
petition for bump-outs at the intersections in currently being circulated.
Victoria Street will have a lantern style street lighting system instailed as part of this
project.
ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled and older paved streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newly rebuilt roadway will improve drivabifity of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Lantern style
lighting will enhance neighborhood safety and esthetics.
ADVERSE EFFECTS
Normai probiems associated with construction such as noise, dust, reduced access to
the neighborhood, and generai disruption wilf be present.

EFFEGTS ON TREES
New trees wiil be planted as part of the boulevard restoration. Some trees may naed to
be removed to accommodate the construction of a storm water infiltration/rain garden
on the west s+de of Victoria between Como Blvd, and Como Lake Drive. New tress wil{
be planted in the boulevards around the rain garden site.
TIME SCHEDULE
The project will begin in the spring of 2009 and will be completed by the fall of 2009.
