In the Matter of improving the area referred to as the CRETIN-GOODRICH RSVP
(Residential Street Vitality Project), by constructing new bituminous
surface streets with concrete curb and gutter, concrete driveway aprons and
outwalks, boulevards landscaped with sod and trees, and a new lantern style
lighting system and doing all other necessary work to complete said project
bounded by Summit Avenue on the north, Cleveland Avenue on the east, St.
Clair Avenue on the south and Mississippi River Boulevard on the west.
A1so, lead water services in the right-of-way will be replaced.
Also, the construction of and/or repair of sanitary sewer, storm sewer,
and/or water service connections will be made at the request of the property

The Council o£ the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
l. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $3,500,000.00 financed
by Street Improvement Bonds, assessments and other funds.
2. That a public hearing be had on said improvement on the 39th day of
November, 2008, at 5:30 o'clock p.m., in the Council Chambers of the City
Hal1 and Court House Building in the City of Saint Paul.

This project azea is suirounded by Summit Avenue on the north, Cleveland Avenue on the east, St. Clau Avenue on the south and
Mississippi River Boulevazd on the west. Most of the residential sheets in the project area aze oiled or older paved streets. Some aze
conshucked of brick. The street widths are generally 32 £eet in this area. The street surfaces aze generally in fair condition.
Advantages If Approved:
General improvement of the public right-of-way will enhance and add qualiry to the neighborhood. The newly rebuik roadways will
impxove driveability of the neighborhood and continue the City's efforts to improve the sfreet system in Saint Paul. Lantem style
lighting will enhance neighborhood safeTy and esthetics.
Disadvantages IfApproved:
Nomtal problems associated with conshuction such as noise, dust, and general disruption will occur.

The pavement structure will conNnue to deteriorate, maintenance costs will rise, and the level of service provided by these sireets will
