In the Matter of improving the area referred to as the WHITE BEAR/SURNS RSVP
(Residential Street Vitality Project), by constructing a new bituminous
surface streets with concrete curb and gutter, concrete driveway aprons and
outwalks, boulevards landscaped with sod and trees, and a new lantern style
lighting system, lead water services in the right-of-way will be replaced and
doing all other necessary work to complete said project bounded by Burns
Avenue on the north, Sigurd Street on the west, Upper Afton Road on the south
and White Bear Avenue on the east. Christie Place from Prosperity Road to
Kennard Street will also be done with this project.
Also, the construction of and/or repair of sanitary sewer, storm sewer,
and/or water service connections will be made at the request of the property

Rowe Place
Sigurd Street
Kennard Street
Lyon Street
Flandrau Place
Christie Place
- From Kennard Street to the west end by Sigurd

The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1_ That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $2,000,000.00 financed
by Street Improvement Bonds and Assessments.
2. That a public hearing be had on said improvement on the 7th day of
March, 2007, at 5:30 o'clock p.m. in the Council Chambers of the City Hall
and Court Fiouse Building in the City o£ Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

This project is being completed as part of the Residential Street Vitality Program (RSVP). 1'his is one of several RSVP projects
scheduled for 2007 coffitruc6on by Public Works and approved by tUe Long-Range Capital Improvement Budget Committee and the
City Council.
AdvaMages H Apprmed:
General improvement of the public right-of-way will evl�ance and add quality to the neighborhood. The newly rebuilt roadway wiil
improve drivability of the neighborhood and continue the City's efforts to unprove the s4eet system in Saint Paul. Sheet oiling in this
neighborhood will be eliminated. Lantem-style ligh6ng will enhance neighborhood safety and aestheucs.
Disadvanpges IfApproved:
Normal problems associated with construcfion such as noise, dust, and general disrupfion will occur.
Disadvantages If NotApproved:
To do nothing would be inconsistent with the City's comtnittrnent to improve existing oiled and older paved streets.
