In the Matter of improving the area referred to as the SEVENTH/BAY RSVP
(Residential Street Vitality Project), by constructing a new bituminous
surface streets with concrete curb and gutter, concrete driveway aprons and
outwalks, boulevards landscaped with sod and trees, and a new lantern style
lighting system, lead water services in the right-of-way will be replaced and
doing all other necessary work to complete said project bounded by Randolph
P.venue on the north, Victoria Street on the west, Otto Avenue on the south
and Shepard Road on the east.
Also, the construction of and/or repair of sanitary sewer, storm sewer,
and/or water service connections will be made at the request of the property

The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
l. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $1,450,000.00 financed
by Street Improvement Bonds and Assessments.
2. That a public hearing be had on said improvement on the 7th day of
March, 2007, at 5:30 o'clock p.m., in the Council Chambers of the City Hall
and Court House Buildinq in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

Tlils project is being completed as part of the Resideqtial Street Vitaliry Program (RSVP). This is one of several RSVP pmjects
schedu(ed for 2007 wnstruction by Public Works and approved by the I,ong-Range Capital Improvement Budget Committee and the
City Council.
Advantages If Approved:
General improvement of the public right-of-way will enhance and add quality to the neighborhood. The newly rebuilt roadway will
unprove drivabiliry of the neighborhood and continue the City's efforts to improve the street system in Saint Paul. Street oiling in tlus
neighborfiood wifl be eliminated. Lantern-style Iighiing wi11 enhance neighborhood safety and aesfl�etics.

Normai probiems associated with construction such as noise, dust, and general disruprion wi11 occur.
