In the Matter of improving the area referred to as the GRIGGSlJEFFERSON RSVP
(Residential Street Vitality Project), by constructing a new bituminous
surface streets with concrete curb and gutter, concrete driveway aprons and
outwalks, boulevards landscaped with sod and trees, and a new lantern style
lighting system, lead water services in the right-of-way will be replaced and
doing all other necessary work to complete said project bounded by St. Clair
Avenue on the north, Hamline Avenue on the west, Randolph Avenue on the south
and Ayd Mill Road/I-35E on the east.
Also, the construction of and/or repair of sanitary sewer, storm sewer,
and/or water service connections will be made at the request of the property

The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $5,054,000.00 financed
by Street Improvement Bonds and Assessments.
2. That a public hearing be had on said improvement on the 7th day of
March, 2007, at 5:30 o'clock p.m. in the Council Chambers of the City Hall
and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

Initiffiing Problem, issues, Opportunity (Who, What, When, Where, Why):
This project area is surrounded by St. Clair Avenue on the north, Ayd MIll Road on the east, Randolph Avenue on the south, and
Hamline Avenue on ihe west (see attached map). All of the residential streets aze oIled or older paved streets. The street widths vary
in this area, generally between 28' & 32'. Street surfaces are generally in good condition. This azea has wood pole lighting.
AdvaMages If Approved:
General improvement of tl�e public right-of-way will enhance and add quality to the neighborhood. The newly rebuilt roadways will
improve driveability of the neighborhood and continue the City's efforts to impmve the street system in Saint Paul. Lantem style
lighting will en6ance neighborhood safety and esthetics.
Disadvantages If Approved:
Normal problems associated with cons[ruction, such as noise, dust and genetal distuption, will occw'.
Disadvarrtages If Not Approved:
The pavement suucture will continue to deteriorate, maintenance wsts will rise, and the level of service provided by these streeu will
drop.
