The Council ofthe City of Saint Paul hauing received the report ofthe Mayar upon the above improvement, and
having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof
is $10,000.00 financed by the Departrnent of Public Works Signal TnstallaUOns Program.
That a public hearing be had on said improvement on the 24`� ofMarch, 2004, at 530 o'clock P.M., in the
Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating
the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.

Ramsey County has conducted a tra�c study at the intersection of Lower Afton Road and McKnight Road and has
determined that a traffic signai is justified. The County has developed plans for the construction of signal system and minor
geometric changes in order to accommodate turn fanes.
Ramsey County is constructing this signal project at the County's expense. The City of Saint Paul at its own expense must
acquire addition right-of-way and temporary easements as indicated in the attached exhibit.
ADVANTAGESIFAPPROVED:
Instailation of a traffic signal at the intersect will benefit drivers by improving the operation of the intersection. The
intersection is currently controlled by a four way stop. Operational problems have persisted during peak hours due to traffic
volumes.
DISADVANTAGES li APPROVED:
Temporary inconvenience to adjacent property owners during construction.

SUMMARY OF ENGINF.ERING RECOMMENDATIONS
Traffic Signal: McKn��-ht and Lower Afton Roads Right-of Way Acquisirion
Report Prepared: January 26, 2004
Public Hearing. To be scheduled
PROJECT:
Acquire riglit of way and temporary construction easements for the installation of a traffic
signal at the intersection of VlcKnight and Lower Afton Roads.
INITATING ACTION:
Ranisey County Public Works has proposed the installarion of a traf�ic signal at the
intersection of McKnight and Lower Afton Roads. The intersection is currendy controlled
by four-way stop and has been experiencing operaeon problems due to traflic volumes.
PROPROSEDIMPROVEMENTS:
In addition to the installation of a traffic signal, both roadways will be widened to include
left h�m lanes at tlie interseclion.
POSITNE BENEFITS:
Installation of a traffic si�ial �vill improve the operation of the intersection during peak
demand tiines.
ADVERSE EFFFCi'S:
Widiout tl�e approva] of Right-of-Way acquisition, the County project cannot progress.
TIME SCHEDULE:
The Counry has scheduled this project for the 2004 construction season.
COST ESTIMATES:
The City of Sunt Paul and the City of Maplewood are responsible for Rightof-Way
acquisition in their respective juiisdicUons. The estimated cost to acquire right of way and
temporary consh-uction easements should not exceed $10,000.00.
ES'ITMATED FINANCING:
Ramsey County is financing the cost of constructing, operating and maintaining the signal
system. Financing for the properly acquisition and temporary easements would be through
the Public Works Signal Installation Program.

SLTMMARY AND RECOMMENDATION: The Department of Public Works feels this
is a necessary project and the engineering recommendation is for the approval of the
project and financing.
