In the Matter of improving the area referred to as the Davern-Bayard RSVP
(Residential Street Vitality Project), by constructing a new bituminous
surface streets with concrete curb and gutter, concrete driveway aprons and
outwalks, boulevards landscaped with sod and trees, and a new lantern style
lighting system, and doing all other necessary work to complete said project
bounded by Randolph Avenue on the north, Snelling Avenue on the east, Ford
Parkway on the south and Cleveland Avenue on the west. (File No. 18998)
Also, the construction of and/or repair of sanitary sewer, storm sewer,
and/or water service connections will be made at the request of the property
owners. (File No. 18998C)

The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
l. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $3,199,977.00, financed
by Assessments and 2004 CIB funds.
2: That a public hearing be had on said improvement on the
December. 2003, at 5:30 o'clock n.m., in the Council Chambers
Hall and Court House Building in the City of Saint Paul.

3. That notice of saici public l�earing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): �
This project is being completed as part of the Residential Street Vitality Program (RSVP). This is one of four RSVP projects selected for
2004 construction by Public Works and approved by the Long Range Capital Improvement Budget Comrzrittee and the Ciry Council.
Advantages If Approved:
General unprovement of the right-of-way will enhance and add quality to the neighborhood. The newly rebuilt roadways will improve
drivabiliry of the neighborhood and continue the Ciry's efforts to improve the sheet system in St. Paul. Sfreet oiling in this
neighborhood will be eliminated. I,antem style street ]ighting will also enhance neighborhood safety and aesthetics.
Disadvantapes if Approved:
Normal problems associated with construction, such as noise, dust and general dismpGon will occur.
Disadvantapes If Not Approved:
The pavement structure will continue to deteriorate, maintenance costs will rise, and the level of service provided by these streets will
drop. .
