In the Matter of improving COMO PLACE from Como Avenue to Jessamine Avenue and
JESSAMINE AVENUE from Como Place to Como Avenue by constructing a new bituminous
surfaced street with concrete curb and gutter, concrete driveway aprons and outwalks,
boulevard sodding, tree planting, construction of a lantern style lighting system,
and doing a11 other work necessary to complete said improvements as part of this
project and eliminate the railroad crossing at Como Place by doing a11 work necessary
including, but not limited to, fencing and sidewalk.
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $230,000 financed by 2004 Capital
Improvement Bonds $212,000 and Assessments $18,000.
That a public hearing be had on said improvement on the 4th day of June, 2003,
at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court House
Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

ederal Regulations that require trains to blow whistles when approachingcrossings unless the crossing signal system is upgraded to
meet new more strin ent re ulations.
