In the Matter of the construction of a twin lantern street lighting system
(above standard) on the northwest side of East 7th Street from approximately
104 feet north east of Beech Street to Minnehaha Avenue and the southeast of
East 7th Street from Beech Street to Mendota Street/Minnehaha Avenue and on
East 7th Street from Payne Avenue to approximately 260 feet northeast of
Payne Avenue.
Also, the operation costs for the twin lantern street lighting system (above
standard) on the northwest side of East 7th Street from approximately 104
feet north east of Beech Street to Minnehaha Avenue and the southeast of East
7th Street from Beech Street to Mendota Street/Minnehaha Avenue and on East
7th Street from Payne Avenue to approximately 260 feet northeast of Payne
Avenue.
The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereof is $60,220.00, financed by
CIB, MnDOT and Assessments.
2. That a public hearing be had on said improvement on the 4th day of
June, 2003, at 5:30 o'clock p.m., in the Council Chambers of the City Hall
and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

INITIATING PROBLEM, ISSVE, OPPORTUNITY (WHO, WHAT, WHEN, WHERE, WFiV):
Set up date of hearing to approve a new twin lantern system to replace the existing trolley light pole system. This project
was initiated by the Dayton's Bluff District Council. The exisitng lighting system is deteriorating and needs replacement.
The Disirict Council desires twin lanterns. The installation of lwin lanterns on this biock will extend the existing twin lantern
system already on E. 7th St. :,�„�,.-

ADVANTAGESIFAPPROVED:
The area will have an attractive Iighting system and the need for replacement lighting will be adddressed. If approved,
MnDot will pay 1/2 of the labor and material cost, light levels will improve, asthetics will improve and potential future safety
problems will be avoided.
DISADVANTAGES IF APPROVED
There wili be assessment costs to adjacent property owners for capital costs. There will be higher than normal
maintenance costs, which are proposed to be addressed through yearly assessments for the above stand'ard lighting
system as required by the City Lighting Policy.
OISAOVANTAGES lF NOT APPROVEO:
If not approved, will not receive any funding, and the existing street lighting system will remain unsightly, with lower light
levels and possible future safety problems.
