In the Matter of the construction of a water main and service connections in Carver
Avenue from Point Douglas Road to McKnight Road, and in Point Douglas Road from
Carver Avenue to 3550 feet south on Point Douglas Road, including restoration in
kind, and doing all other work necessary to complete said project.
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $608,599.38 financed by SPRWS Aid
$254,853.75 and Assessments $353,745.63.
That a public hearing be had on said improvement on the 23rd dav of April,
2003, at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

Area is currentiy served by existing wells. The Fire Department is concerned about the lack of
water mains and fire hydrants for fire protection in the area. Pro6lems with welis have been

City water would be available to properties currently served by wells. Fire hydrants would be
installed at usual spacing for fire protection.
ISADVANTAGES IF APPROVED:
Normal problems associated with construction such as noise, dust and general disruption will
occur. Also, assessments wouid be on record against the bene£►tted properties until paid.
ISADVAN'I'ACES IF NOT APPROVED:
For £re protection, the Fire Department would have to bring in water by tanker, or by running
hoses. Property owners would need to repair of replace existing wells.
