In the Matter of constructing a pedestrian and bicycie trail, which will link the existing Bruce Vento Trail to Indian
Mounds Pazk via Commercial Street and to Lowertown via Fourth and Prince Sueets, and doing all other work
necessary to complete said improvements (see attached Exhibit "A"), including acquiring the necessary right-of-way
and easements (see attached E�ibit "B").
The CouncIl of the City of Saint Paui having received the report of the Mayor upon the above improvement, and
having considered said report, hereby resolves:
That the said report and the same is hereby approved with no altematives, and that the estimated cost thereof
is $2,000,000.00 financed by project funds.
2. That a public hearing be had on said improvemeni on the 26`� of March. 2003.at 5:30 o'clock P.M., in the
CouncIl Chambers of the City Hall and Court House Building in the City of Saini Paul.
3. That nouce of said public hearing be given to the persons and in the manner provided by the Charter, stating
the ume and piace of hearing, the nature of the improvement and the total cost thereof as estimated.

The Saint Paul Parks and Recreation Division has received Federal grant funds and other state and local pubttc and private
funds for development of the Bruce Vento Trail Extension Project. The City proposes to construct a pedestrian and bicycle
ttail, which will link the e�cisting Bruce Vento ltail now terminating at Payne and Fast 7th St., to Tndian Mounds Park via
Commercial Street aad to Lowertown via 4th and Prince Streets. This new trail would include design, site preparation,
bituminous trail construction and re-vegetation along the entire tra31 route, witL sowe right of way acquisition for the trail
se ent enterin Lowertown/Downtown.
VA�1'AGES IFAPPROVED: ,
The Project, when completed, would provide downtown residents, commuters and recreation trail users with an extremely
valuable link to a large system of bicycle trails. A connection to the existing Bruce Vento Trail provides a link to 32 miles of
paved off-road trail through Swede Hollow, Phalen-Keller Park and the Gateway Trail. The connection to Mounds Park via
Commercial Street offers access to 15 mites of paved, off-road trails through Mounds Park and Battle Creek Trail. The
connecrion to Downtown St_ Paul provides additional links to the Sam Morgan Regional Trail, Crosby Lake Regional Park,
Hidden Falls Park and the Minneapolis river corridor trail system. The Project also will also provide an eventual conaection to
a 27•acre former railroad arcel the Cit recentl ac uired for redevela ment as a nature sanctuar and recreational area.
