The Council of the City o£ Saint Paul having received the report o£ the Mayor upon
the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with ao alternatives, and
that the estimatad cost thereof is *SEE ABOVE for estimatad construction rates,
financed hy assessments aad 2002 Public Improvement Aid.
2. That a gublic hearing be had on said improvement on the 26 day of Juae 2002
5:30 o'clock P.M. in the Couneil Chambers of the City Hall and Court 8ouse
Building in the City of Saint Pau1.
3. That notice of said public hearing be givea to the persons and in the snanner
provided by the Charter, stating the ti.me and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The problem °defective sidewaik" was caused by mukipfe problems, tree roots, poor subgrade materiats, freeRhaw cycles,
service liie fimits, chemicai addRives, extreme temperature variations, etc. These problems occur on a citywide basis and
must be addressed and corrected annuatly. Left uncorrected, the sidewafk condition would worsen to a state where it
woufd be unusable and subject to increased pedestrian injuries trom faiis and possible titigations.
IF APPROVED:
The community wi11 benefit from this project because it witf provide safe defect free sidewalks for its citizens. The sidewalk
contracts are done by private coMractors generating public sector jobs as a result.
APPROVED:
liistorically, the sidewalk reconstruction has created negative feedback because of construction procedures and
assessments. Property owners question the assessments, despRe the fact that up to one-half the assessmeni is Ciry
subsidized. fiaving to assess for walk reconstruction remains a cornroversiaf issue.
This option woutd attow the infrastructure of sidewalk stock to deteriorate, which in tum, will generate more personal injury
suits, resulting in the expenditure of targer dofiar amounts in repairs and repiacement, as well as ciaim payouts.
