*ESTIMATED CONSTRUCTION RATES
RESIDENTIAL RATES (One, two or three family structures)
Reconstruction (replacement of old sidewalk) -$10_49 per front foot for a
five (5) foot wide walk and $12.59 per front foot for a six (6) foot wide
walk. All other widths will be prorated accordingly. New construction
(where no walk existed) - 100g of the actual cost estimated to be
approximately $4.69 per square foot.
Al1 corner residential properties will receive a credit up to the first 150
feet of new or reconstructed sidewalk along and abutting the "long side" of
the property.
MULTI-RESIDENTIAL(More than three family structures), NON-RESIDFNTIAL RATES
For new and reconstructed sidewalk; 1000 of actual cost estimated to be
approximately $6.35 per square foot.
The Council of the City of Saint Paul having received the report of the Mayor upon
the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is *SEE ABOVE for estimated construction rates,
financed by assessments and 2002 Public Improvement Aid.

That a public hearing be had on said improvement on the 24t" dav of April, 2002
5:30 o'clock P.M. in the Council Chambers of the City Hall and Court House
Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The probiem 'defective sidewalk' was caused by mul6pte probiems, iree rootS, �oor subgrade materials, #ree/ihaw cycles,
senrice life iimits, chemical addittves, exVeme temperature variations, etc. �hese grobierns occur or� a�dywide basis and
must be addressed and corrected annually. iEft uncorrected, 3he sidewaik condition would worsen #o a state where it
would be nnusable and subject to increased �edsstrian injuries €rom falls and possible litigations.
The community vr�71 benefit �rortt th�s project because it wiil {�rovide safe defect tree sidewalks for its cftizens. The sidewalk
contracts are done by private cornractors generating pubiic secior jobs as a result.
Flistorically, #he sidewaik reconstruction has Created negative #eedback because ot construction procedures and
assessments. �roperty owners question the assessments, despite the fact ihat up to one-fialf the assessment is City
subsidized. !-laving to assess for walk reconstruction remains a controversial issue.
This option would allow the infrastructure oi sidewaik stock to deieriorate, which in tum, will generate more personal injury
suits, resuRing in the expenditure of �arger dollar amounts �n repairs and replacement, as well as olaim �ayouts.
