In the Matter of improving Lafayette Road from Grove Street to University Avenue by
widening with concrete pavement, constructing curb, left turn lanes, center island,
driveway aprons, sidewalks, stormwater drainage facilities, placing topsoil and
sodding boulevards, installing twin arm style street lighting, tree planting, and
doing all other work necessary to complete said improvement, including acquiring the
necessary right-of-way and easements (see attached map).
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $6,875, financed by project funds.
That a public hearing be had on said improvement on the 20"' of March, 2002,at
5:30 o'clock P.M., in the Council Chambers of the City Hall and Court House
Building in the CiCy of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

T`his section of Lafayette Road is an MSA street that carries a large volume of trafSc daily. Currently, the
roadway carries two lanes of trafSc in both directions and parking is not allowed However, traf�ic ilow is
diminished because no center islands and left turn lanes e�st. With the construction of the new Ramsey
County jail, there is a need to improve traffic flow, increase vehicie and pedestrian safety, limit certain
access, improve lighting and generally enhance the appearance of Lafayette Road from Grove Street to
Universi Avenue. Public Works has been workin with Ramse Coun in lannin these im rovements.
VAN'PAGES IF APPROVED:
The project will improve traffic safety in this block of Lafayette Road by channelizing traffic, limiting
access and solving a lighting problem.
ISADVANTAGES IF APP&OVED: -
Various property interests; including easements, would need to be acquired for the project. Assessments
also would be levied against ttie abulting properlies.
ISADVANTAGES IF NOT APPROVED:
Safety, unifornvty and appearance of Lafayette Road in this area will not improve.
