That notice of said public heazing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated. Should it be approved, it will be necessary to acquire easements for slopes, cuts and fills on the areas abutting the alley to allow for a smooth transition between the eacisting property elevations and the elevation of the newiy paved surface and for the installation of a storm sewer in the allev.
