WHERF.AS the City of Saint Paul has for many years had as a high priority and has committed significant resources to the promotion and development of downtown Saint Paul, and in particular the Saint Faul RiverCentre, as a desfination for business and tourism; and WHEREAS, for several years, the City of Saint Paul, the Saint Paul Convention and Visitors Bureau, the Civic Center Authority, the Saint Paul Port Authority, Ramsey County, and others have been studying and considering ways of connecting the e�cisting downtown skyway system directly to the RiverCentre complex and to other buildings by means of an enclosed, climate controlied, continuous walkway; and WHEREAS, after the consideration of various reports and analyses, including review of twelve different connection alternatives, it appears that the best and most feasible altemative for providing an enclosed public walkway connecuon between the downtown core and RiverCentre is to begin such connection in the Landmark Towers, cross Fourth Street with a skyway, construct a building to bring pedestrian uaffic from the second level to below street level, and to continue from this structure along Fourth Street by means of a tunnel, to connect directly to RiverCentre; and WHEREAS, in order to properly construct such a connection, it is necessary to acquire that certain pazcel of real properry legally described as the west half of Lot 2, Block 19, Rice & Trvine's Addition to the City of Saint i/ Paul (a.k.a. 60 West Four[h Street) (the "Subject Parcel"); and � WHEREAS, the acquisition of the Subject Parcel will fulfill a public purpose by providing the real property necessary for the construction of an enclosed, climate controlled, continuous public walkway from the downtown core to the RiverCentre, thereby increasing the desirability of the RiverCentre as a convenuon andvisitor destination and, in tum, improving the health, welfare, and economic benefits accruing to the citizens of the City of Saint Paul and Ramsey County; and WHEREAS, it is necessary in order to properly construct such a facility to acquire the Subject Properry in furtherance of the above-stated public purQose; and 1129625.1 �{18�69 y b33� uatt�llHBd Ob -lo� WfIEREAS, because of the need to ma�mize the benefits of the significant commitments which have been made in improving the RiverCentre and other properties, and because of the need to continue booking conventions and programs in such facilities it is necessary to resoive at this time and without delay any quesuons conceming acquisiuon of the Subject Property, and to proceed as quickly as practicable to acquire the Subject Property, to prepaze final design drawings, and submit the project for public bidding_ The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves: c�ccap�� That the said report and the same is hereby� ' , and that the estimated cost thereof is $500 to be financed by ' . s o�:<�s -E-.� b�. � e�err�.:v.��.. 2.
