Simply stated, property owners detest assessmerrts, and despite the fact up to one-haH tha assessment is City subsidized, d still remains controversial. This opiion woutd allow the infrasiructure ot sidewalk stock to deteriorate, which in tum, will generate mar�rsonal injury_sufts, uhimately resufting in the expenditure of larger doliar amounts in eventual repairs andlor rep acel ment, as weif as daim payouts.
