five (5) foot wide walk and $9.18 per £ront £oot for a six (6} foot wide
walk. A11 other widths will be prorated accordingly. New construction
(where no walk existedy - 1000 0£ the actual cost estimated to be
approximately 53.42 per square foot.
All corner residential properties will receive a credit up to the first 150
£eet of new or reconstructed sidewalk along and abutting the "long side" of
the property.
MULTS-RESIDENTIAL(MOre than three family structures), NON-RESIDENTIAL RATES
For new and reconstructed sidewalk; 1Q0$ of actual cost estimated to be
approximately 54.62 per square foot.

The Council of the City of Saint Paul having received the report of the Mayor upon
the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives,
and that the estimated cost thereof is *SEE ABOVE for estimated construction
rates, financed by assessments and 1998 Public Improvement Aid.
That a public hearing be had on said improvement on the 24th day of Sune, 1998
at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court House
Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereo£ as estimated.

The problem 'defactive sidewalk" was created because of tree roots, deleterwus subgrade mate�ial, aRemating freerthaw cycles,
setvice lite Gmits, chemical additives, extreme temperature variations, etc. These problems accur on a citywide ievel and must be
addressed and �rrected on an annuai basis. Left unwrrected, the sidewalk condition wouid worsen to a state where it would 6e
rendered unusatrle and subjed to increased pedestrian injuries from fails and possible litigations.
The community wiil benefit from this project because B will provide safe deteM free sidewalks for its many c8izens. The sidewaik
contracts are executed by private cantractors, so it foliows that private sectar jobs are created as a resuH of this adivity.
Hisiorically, the sidewalk reconstructions have created negative feedback in ihe area of construction procedure and assessment.
Simpty stated, property owners detest assessments, and despfte the tact up to one-half the assessment is City subsidized, it stiil
remains controversial.
This option would a41ow the infrastructuse of sidewafk stock to deteriorate, which in turn �ttili generatamore.personal in}ury sufts,
ukimately resulting in the expenditure of larger dollar amounts in eventual repairs andfor replacement, as weli as claim payouts.
