In order to complete the Clty's financing plan for the demolition of the old arena and consirucfion of the new RiverCentre Arena it was necessary
to amend the state law authorizing the City sales tax. The sta[e law has been amended, bu[ the City must give local approval before the
amendments become effective. This resolution gives local approval.

Neighborhood STAR Board
Current Structure:
The current STAR Board bylaws, require the following:
"Subject to the approval of the City Council, the Mayor will appoint, using the open
appointment process, the Neighborhood sales Tax Board, consisting of fifteen (15)
members, providing geographic balance within the City of Saint Paul and incorporating
certain areas of expertise:
° 2 members of the financial community active in neighborhood lending
° 2 community development representatives
° 2 neighborhood business representatives
° 3 district council representatives, one representing neighborhood
businesses
° 2 at-large members, one representing labor
° 1 citywide for-profit developer
° 1 foundation representative
° 1 Planning Commission representative
° 1 Capital Improvement Budget Committee representative
Each shall serve for a term of three years, and no one shall serve more than 2
consecutive terms."
Proposed Structure:
Current State Law states: the citizen review panel must consist of 17 members, each of
whom represents one of the district councils. The Mayor must appoint the members,
and are subject to confirmation by the City Council. Members sha(I serve a term of four
years, and elected officials and employees of the city are ineligible.
