PAUL PRELIMINARY ORDER In the Matter of operating and maintaining Public Spaces located within the following Seventh Street, Minnesota Street and Sixth �� The level of operation and maintenance of the "Town Square Public Spaces" for the period of July 1, 1998 thru June 30, 1999, shall be performed in a manner set forth in amendecl Council Resolution 97-599 aclopted July 9, 1997. A copy of amended Council Resolution 97-599 adopted July 9, 1997 indicating said service charge is enclosed with this order. The costs of operating and maintaining the "Town Square" Public Spaces shall be assessed against the benefitted property owners of the downtown area as designated in the Town Square Assessmen*_ Policy formulated by the City of Saint Paul. That a public hearing be had on said operation and maintenance charge on the 8th dav of October, 1997, at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul. 3. That notice of said public hearing be given to the persons and in the manner provided by the State Statue, stating the time and place of hearing, the nature of the operation and maintenance charge and the total cost thereof as estimated. The lower 3 levels were sold in danuary 1997 and the use has chaaged from retail to of�ce space. The City has limited programmiug oa the fourth level or loft portinn resulting in less public gathering in the Park (attach copy of CF97-599). VANTe1GES IF APPROVED; ecause the loft or park area will have a corresponding reduction in benefit to the downtown properties, Council Resolution CF97-599 proposed the charge be phased out over 2 years and cut in half for 1997-1998 nd a ain in half for 1998-1999. ISADVANTAGES IR APPROVEDs earing will be held in 1998 to ratify the charges to property owners who can then pay their amount or have he charge certitied to their 1999 property taltes. The City will have to look elsewhere for funds to n►aiutain he ark area. ISADVANI'AGES IF NOT APPROVED: owntown properties would have to continue to bear the cost of operatittg Town Square Park with limited enefit to them. The City as a whole, will bear the added expense to operate the Town Square Park payable hru the General Fund in the same manner as other ublic parks.
