Said easement area is as follows: A temporary construction easement over, under and across South three feet of the east 50 feet of the following: Irvines 2nd Addition to Saint Paul, Lot 9 and excluding the street, that part of Lot 10 North of a line running from a pOint on the East line of said Lot 10, 11.74 feet from the Northeast corner, to a point on the West line said Lot 10, 20.10 feet £rom the Northwest corner of said Lot 10, Block 3. Said temporary easement to expire December 31, 1997 or at the completion of the improvement project, whichever occurs first. The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves: 1 2 3 That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is not yet determined. That a public hearing be had on said improvement on the 27th day of August, 1997, at 4:30 o'clock P.M., in the Council Chambers of the City Ha11 and Court House Building in the City o£ Saint Paul. IF APPRO VED: Cost recovery programs to recover expenses for Summary Abatements. This inciudes cutting tali grass and weeds, hauling away all garbage, debris, refuse and tires. Also, all household items such as refrigerators, stoves, sofas, chairs and all other items. In �znter this includes the removal of snow and ice from sidewalk and cross walks. IF APPROVED: If Council does not approve these charges, General Fund would be required to pay the assessment. Assessments are payable over i year and collected with the property taxes if not IF NOT APPROVED: Neighborhoods would be left to deteriorate and property values would decline. Nobody would take care of their property, especially vacant or rental properties. Rodents, filth, garbage and trash would accumulate everywhere. Disease and pests could become a problem.
