Ia the Matter of Phalen Village Public Improvements - In realigned Prosperity Avenue
from Johnson Parkway to Rose Avenue - public improvements to include construction
of sanitary sewer, storm sewer, water main, concrete curb and gutter, new bituminous
surfaced roadways, concrete driveway aprons, sidewalks, boulevard sodding, tree
planting, bent straw street lighting, traffic signal, wetlands, water/sewer service

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $2,974,000 financed by 1997 Municipal 5tate
Aid $10D,000., 1998 Municipal State Aid $1,060,000., 1998 Capital Improvement
Bonds $510,000., Metropolitan Council for Liveable Communities Grant $150,000.,
Tax Increment Financing $550,000., Legislative Commission on Minnesota
Resources Grant $600,000 and Assessments (Street lighting only) $4,000.

That a public hearing be had on said improvement on the 7th day of January,
199S,at 4:30 o'clock P.M., in the Council Chambers of the City Hal1 and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The City o( St. Paul has entered into a purchase agreement with Jerry's Enterprises for the purchase and redeveVopment of
the Phalen Shopping Center Site, which will impiement major parts of the Small Area Plan. As part of the agreement, the City
will construct pubiic improvements on the site. These improvements are inciuded in the proposed 1998/1999 Capital
Improvec�nt Budget.
