contracts are executed by private contractors, so H follows that privat���toP jobs are created as a result of this activity.

Historically, the sidewalk reconstructions have creatad negative feedback in the area of construction procedure and assessment.
Simply stated, property owners detest assessments, and daspite the fact up to one-half the assessment is City subsidized, ft stifl
